Summary
Soma
Umenye
 will
work to improve reading outcomes in Kinyarwanda for at least 1 million children
in public and government-aided schools in Rwanda by the end of Grade 3.
Specifically, Soma Umenye will target all children in Grades
1-3 attending public and government-aided schools nationwide and ensure that at
least 70 percent of students are able to read grade-level text with fluency and
comprehension by the end of Grade 3.
Principal
Duties and Responsibilities

  • Oversee
    the work of the district advisors to support district and sector education
    officials to implement education reforms that support improved early grade
    reading outcomes and are in line with the government of Rwanda’s education
    reforms. Build their capacity as needed to ensure they can be effective in
    their work.
  • Facilitate
    sharing of challenges and successes among provincial advisors and among
    the district advisors in his/her province to promote project learning and
    among education sector officials within his/her province to promote sector
    learning.
  • Gather
    information from district advisors related to the implementation of Soma
    Umenye-supported activities at the district and sector level, share with
    the Deputy Chief of Party, and work with him/her to devise and implement a
    strategy if needed (in collaboration with district-/sector-level education
    officials) to address any deficits in implementation.
  • Strengthen
    data-driven decision-making to enhance learner performance improvement at
    district and sector levels.
  • Gather
    information from district advisors related to coordination with other
    donor-funded implementers, share with the Deputy Chief of Party, and work
    with him/her to devise and implement a strategy if needed to ensure Soma
    Umenye interventions are complementary and not duplicative of others’
    efforts.
  • Contribute
    to provincial budget development.
Job
Qualifications
  • Bachelor’s
    degree in related field; Master’s degree in related field preferred.
  • Minimum
    of 10 years’ experience, preferably working in or with Rwanda’s education
    system.
  • Experience
    working with donor-funded projects preferred (ideally USAID projects).
  • Experience
    promoting equity in learning outcomes among boys, girls, and children with
    special needs preferred.
  • Demonstrated
    exemplary diplomatic, communication, and interpersonal skills.
  • Strong
    ability to build the capacity and mentor team members.
  • Demonstrated
    experience collecting and analyzing monitoring and evaluation data.
  • Written
    and spoken proficiency in English.
Location
of Assignment
The
location of assignment is in one of Rwanda’s provincial capitals (see list
below) with intermittent travel throughout the country.

Supervision
The
Provincial Advisor will report directly to the Deputy Chief of Party or his/her
designee.
