Social Impact Chief of Party, Monitoring and Evaluation Support Job Vacancy in Rwanda

Objective:
USAID is
planning a new five-year M&E project in Rwanda to support the USAID mission
with integrated M&E services for its entire project portfolio. The project
is an essential M&E Office for USAID and will serve as an extension of the
USAID mission.
The proposed
opportunity provides USAID/Rwanda with technical and advisory services for
evaluation activities at the mission (operating unit) level. This may include
designing and implementing both quantitative and qualitative evaluation studies
and assessments as well as providing evaluation technical assistance for
USAID/Rwanda development programs. These efforts will facilitate informed
program management decisions, shape the longer-term strategic direction of
programs and decision-making within the Mission, and enable USAID/Rwanda to
comply with USAID’s Evaluation Policy. SI is looking for a Chief of Party to
head up this effort and manage the project.
Responsibilities
and Tasks:
The Chief of
Party will be responsible for the following:
  • Serve as the Contractor Representative in
    Rwanda and will be responsible for the activities of all long and
    short-term personnel;
  • The Chief of Party shall receive technical
    direction from the USAID/Rwanda’s Contracting Officer’s Representative
    (COR);
  • Meet with USAID on a regular basis and
    represent the project before USAID/Rwanda, Government of Rwanda,
    implementing partners and other stakeholders;
  • Establish and maintain relationships with key
    stakeholders, including government officials, NGOs and community groups
    for smooth implementation;
  • Mentor, support and supervise project staff
    and directly manage the key technical team;
  • Facilitate the development of annual project
    work plans and budgets and ensure the timely submission and quality of all
    project reports, materials, and publications, compliant with the contract
    agreement;
  • Ensure necessary program planning,
    development, resource availability and management activities function
    smoothly and efficiently.
Qualifications:
  • A Master’s degree or higher in international
    development or related field, preferably with a focus on monitoring and
    evaluation, organizational development or related foci;
  • At least 10 years of progressively responsible
    experience managing programs of similar size and scope in developing
    countries, ideally with a monitoring and evaluation focus;
  • At least 10 years of experience working with
    USAID, preferably with evaluation projects or assessments;
  • Previous experience as a Chief of Party on
    other USAID projects, ideally with an M&E focus;
  • Demonstrated experience to manage complex,
    multi-year, cross-sectoral development programs, preferably in Rwanda or
    East Africa.
  • Must have appropriately related work
    experience in developing countries, addressing organizational development
    needs in complex environments;
  • Prior work experience in Rwanda or region
    preferred;
  • Strong communication, writing and
    interpersonal skills are required;
  • Fluency in written and spoken English and
    French required.
