  1. Background
SNV the Netherlands Development
Organization is an international not-for-profit development organisation
working in over 30 developing countries for more than 40 years. In Rwanda SNV
has been working for more than 30 years to improve people’s livelihoods by
strengthening the capacities of public and private sector organisations. SNV
works in full alignment with Rwanda’s development agenda. It does so by helping
to realize the national development goals in three sectors: Agriculture;
Renewable energy; and Water, Sanitation and Hygiene. SNV supports development
in these sectors by working with government, civil society, and private sector
organizations. It does so by providing three types of interrelated services:
capacity development, knowledge development, and supporting evidence based
policy dialogue by national stakeholders.
  1. Program summary
SNV has launched a multi-country and
multi-sector program, Voice for Change Partnership’ (V4CP). The program is
funded by the Dutch Ministry of Foreign Affairs (DGIS) and is implemented in
six countries, Kenya, Rwanda, Burkina Faso, Ghana, Honduras and Indonesia. This
five-year program 2016-2020 aims to strengthen capacities of Civil Society
Organisations (CSOs) to advocate for a conducive enabling environment in WASH,
Renewable Energy, Food and Nutrition Security and Resilience.
In Rwanda the program will focus on
Sustainable Nutrition for All (SN4A) with an emphasis on food security and
Nutrition Sensitive Value Chains. The program is implemented in conjunction
with IFPRI.
Under the Food and Nutrition
Security, the program will advocate on four issues
  • The Increased production and consumption of diverse
    nutritious food 
  • Increased accessibility and use of fortified crops or
    products
  • Improved Coordination and service delivery of
    agriculture, food security and nutrition actors and activities at national
    and district level
  • Effective allocation of the budget for coordination and
    relevant agriculture, food security and nutrition
    activities/interventions/programs
  1. The main objective of the assignment:
The main purpose is to support the 6
selected CSOs to be actively involved in Food and Nutrition security advocacy
processes.
The specific objectives of this
assignment are to:
  • Increase and improve the leadership capacity of 6 CSOs
    partners of the program
  • Support the CSOS in improving their role in Food and
    Nutrition security advocacy.
  1. Expected Results
  • Develop a detailed implementation plan including the
    methodology
  • Analyses of the current challenge and needs for CSOs in
    conducting effective advocacy programs
  • To perform coaching of the participants 6 CSOs in
    identified areas of advocacy
  • Provide a final report and recommendation of the
    coaching
  1. Candidate Profile
  • At least 10 years of professional experience
  • At least Master’s degree in agriculture and food
    security, development studies or any related field
  • Extensive experience with a non-directive approach of
    coaching professionals
  • Extensive knowledge of non-directive approaches of
    coaching professionals;
  • Knowledge of and experience with Capacity Development
    Support;
  • Knowledge of and experience with Food and Nutrition
    Security policy environment in Rwanda.
  • Knowledge and experience in the field of advocacy in
    general and with regard to Rwanda in particular;
  • Excellent command of the English (and French) language
    oral and written;
