SNV Rwanda (Duty station: Kigali), is looking for:

Senior National Advocacy
Officer Food and Nutrition Security and Resilience

SNV seeks an experienced Senior Advocacy Officer to join a multi-country and
multi-sector project on Evidence Based Advocacy.

This five-year project – funded
by DGIS – aims at strengthening capacities of CSOs to advocate for a conducive
enabling environment in WASH,
Renewable Energy, Food and Nutrition Security and Resilience. For Food and
Nutrition Security and Resilience, the project will be implemented together
with IFPRI under the leadership of SNV. The project will be managed from the Netherlands.
Its implementation takes place in six countries (Kenya,
Rwanda, Burkina Faso, Ghana,
Honduras and Indonesia) as
well as at the global level, although not all topics will be covered in all six
countries.
The scope of work in Rwanda
will be mainly Food and Nutrition Security and Resilience.

The Senior Advocacy officers
report to the Project Manager.

Key Responsibilities
•    Lead further project design and implementation for the
respective sector within the overall project framework and logic in cooperation
with the Project Management Team;
•    Project implementation in the food and nutrition security
and resilience sector in the field of capacity development of civil society
organizations for evidence based advocacy, evidence and knowledge and advocacy;
•    Regularly monitor results and internal budgets as per donor
and SNV requirements and through continuous risk management efforts;
•    Coordinate and foster collaboration with other countries
implementing programmes in the same sector;
•    Design, implement and monitor advocacy activities at the
country level;
•    Provide support to link country activities on food and nutrition
security theme to advocacy activities and profiling in the Netherlands and at a
global level;
•    Contribute to the overall management of the project at the
country level in collaboration with the project management team at the
Netherlands;
•    Facilitate and contribute to knowledge development, in
particular regarding evidence based advocacy and liaise with relevant
stakeholders in this regard;
•    Profile and position SNV towards potentially interested
donors for Evidence Based Advocacy and beyond for the specific theme and ensure
additional funding through submission of successful proposals.




Candidate Profile
•    Master’s Degree in a relevant discipline;
•    Thorough and up to date knowledge of academic and donor
thinking in the respective thematic field;
•    Seven (7) years’ work experience in an international
(development) organization and sound experience in the solicited theme Food and
Nutrition Security and/or Resilience;
•    High level experience with evidence based advocacy initiatives
in the country;
•    Relevant national network for policy influencing and
advocacy;
•    Experience with Capacity Development of Civil Society
Organizations;
•    Demonstrated ability to successfully work in a
multicultural teams;
•    Strong interpersonal and influencing skills and experience
working in a matrix organization;
•    Experience in high level interaction experience with
different stakeholders (think-tanks, national governments, international fora);
•    Excellent English communication (written and oral),
reporting and presentation skills and Level IV (fluent –
speaking/reading/writing) Kinyarwanda language ability is desirable;
•    Ability to travel to project locations.
