Our
Rwandan office has opened in 1996, and we have worked essentially on
supporting peaceful reintegration and reconciliation, through different ways.
We now focus on youth perspectives, gender, environment and economic
transformation challenges, while continuing to strengthen peacebuilding.
Post
purpose
Under
supervision of the Project Manager for Rwanda and Burundi, the Senior
M&E officer will support the growth and consolidate Rwandan and Burundian
programs. He (her) will work across all programs, to support project staffs
and operating partners into the implementation of the Performance Monitoring
Plan. For setting up a clear and reliable result based M&E system, he
(her) will monitor closely with them in ensuring data quality collection and in
assessing project outcomes achievement and impact, using participatory
approaches.
He
(her) will have knowledge and core experience of projects design and
implementation, including M&E processes.
He
(her) will establish and manage a robust monitoring, research and evaluation
system, with well-defined targets, milestones and results for the
quality-based implementation of donor-funded projects.
He
(her) will contribute at the sustainability of a strong M&E into Rwanda
and Burundi projects.
Principal
tasks of the Senior M&E Officer (but not limited to):
  1. Establishment
    and management of a robust Monitoring and Evaluation system
  • Establish
    monitoring and evaluation system using International Alert Design and
    M&E Framework;
  • Lead
    the development and implementation of projects’ M&E plans;
  • Design
    the monitoring and evaluation tools and forms;
  • Develop
    data collection procedures;
  • Lead
    the development of the evaluation design, tools, protocols and
    procedures;
  • Oversee
    monitoring and evaluation data collection activities, including
    logistics of form distribution and collection;
  • Oversee
    data processing, including data transfer, entry, verification and
    cleaning;
  • Ensure
    forms are filed according to compliance protocols;
  • Oversee
    internal communication on M&E progress and results;
  • Conduct
    data quality assurance checks;
  • Oversee
    M&E database setup and management;
  • Conduct
    qualitative and quantitative data analyses;
  • Generate
    data reports in compliance with donors procedures and agreements in the
    awards;
  • Draft
    M&E reports in compliance with donors procedures and agreements in
    the awards;
  • Prepare
    communications for stakeholders based on M&E data;
  • Mentor
    partners and junior staff;
  • Provide
    other management and support as needed for project quality-based
    implementation;
  1. Building
     staff and partners’ capacities in collecting quality data,
    ensuring reliability, validity and timeliness
  • Jointly
    develop the PMP with stakeholders including key indicators to be
    monitored;
  • Set
    up specific monitoring and evaluation work plan in accordance with the
    general project one, clearly assigning responsibilities and timeframes
    for monitoring and evaluation activities;
  • Develop
    low cost tools and strategies for Alert and partners staff to use when
    collecting qualitative and quantitative data, that demonstrate progress
    against projects’ outputs and objectives;
  • Ensure
    effective communication between M&E team, project staffs, partners
    teams;
  • Ensure
    constructive collaboration and communication with Headquarters M&E
    team;
  • Provide
    technical support to operating partners in their monitoring and
    evaluation tasks.
  1. Creation
    of database for all projects
  • Set
    up a reports filling system;
  • Using
    data collected, update the performance monitoring plan (input progress
    against indicators);
  • Compile
    and consolidate monthly/quarterly progress reports;
  • Collect
    data and write quarterly success stories or case studies.
  1. Leading
    of projects assessments and evaluations
  • Organise
    field visits for regular monitoring with beneficiaries, partners and
    other stakeholders;
  • Organise
    internal evaluation workshops;
  • Draft
    Terms of Reference for external evaluations;
  • Contribute
    to consultants recruitment;
  • Organise
    all required logistics;
  • Support
    the process of responding to evaluations through setting up evaluation
    workshops and taking part in compiling management responses;
  • Ensure
    that evaluation reports (internal and external) are shared and
    disseminated widely both with relevant stakeholders in Rwanda and
    Burundi, and throughout International Alert.
  1. Insurance
    in M&E findings horizontally and vertically flow
  • Provide
    timely and relevant information to the projects staffs to improve
    operations design and implementation;
  • Organise
    projects’ coordinating committees meetings regarding monitoring of
    progress against implementation;
  • Contribute
    to the cross learning events with stakeholders from the grassroots to
    the national level;
  • Promote
    good working relationship with local government institutions and local
    authorities at different decentralization levels;
  • Promote
    good working relationships with immigration at field and national
    levels;
  • Contribute
    to reports to Government bodies, donors and Alert HQ;
  1. Contribution
    to M&E system sustainability within Rwanda / Burundi Programme
  • Contribute
    to context analysis and report quarterly on implications on projects’
    implementation;
  • Keep
    an eye on new trends and developments of M&E requirements;
  • Develop
    and regularly review the tools for monitoring and evaluation and make
    needed adjustments to facilitate objective measurement of indicators;
  • Liaise
    with Africa Programme support staffs at HQ, on developing PMPs, M&E
    plans and tools, ensuring that work is in line with Alert’s M&E
    improvement plan and organisational guidelines and tools;
  • Write
    quarterly situation reports for internal communication;
  1. 7.    
    Contribution to regional dynamics and development
  • Contribute
    to Rwanda / Burundi strategic direction development and implementation;
  • Actively
    participate at regional thinking about approach and regional project
    development;
  • Liaise
    with other M&E officers in Alert offices in the region, for sharing
    good practices, experiences and supporting each other;
  • Make
    inputs into team debates about Rwanda and Burundi offices promotion
    among stakeholders and donors, and new projects development ways;
Other
tasks:
    
    
1. Support project implementation and be proactive force into the office
  • Provide
    general and technical needed support to partners in the areas of project
    implementation, when required;
  • Contribute
    to project proper administrative and financial running in accordance
    with Alert principles and procedures;
  • Participate
    in relevant coordination mechanisms, exchanges and capitalization of
    experiences and best practices;
  • Perform
    any other task of the same level of responsibility and in connection
    with this description
Requirements
Essentials
qualifications by level of importance into the selection process
  • Be
    Rwandan or titular of a work permit in Rwanda;
  • Have
    proven experience of  at least 3 years of progressively responsible
    roles in M&E and / or project management;
  • Have
    at least 5 years of experience in an international work environment (in
    INGOs or in a local organization managing strong international programs
    and budgets);
  • Have
    specific experience in M&E using both quantitative and qualitative
    data, at primary and secondary sources;
  • Demonstrated
    leadership abilities, problem solving skills, collaboration experience,
    creativity and willingness to innovate;
  • Strong
    working familiarity with USAID regulations and policies;
  • Knowledge
    of other donors rules and policies.
  • Have
    an academic degree of Bachelor or Master in a discipline linked with
    development, like social or political science, economics, management, or
    any relevant discipline;
  • Be
    proficient in English and French;
  • Be
    fluent in Kinyarwanda;
  • Have
    strong analytical and synthesis skills;
  • Have
    core communicational and organizational skills;
  • Have
    strong attention to detail and be able to efficiently meet deadlines
    ;
  • Be
    able to work independently and have strong interpersonal skills;
  • Adhere
    at International Alert conception of peacebuilding and general
    deontological and ethical principles;
  • Be
    sensitive at gender-based approaches;
  • Be
    able to be efficient even under pressure and to balance competing
    priorities;
  • Have
    experience in partners capacity building;
  • Have
    good drive of Microsoft pack office, including Word, Excel, Outlook,
    Powerpoint;
