for Policy Analysis and Advocacy Training

Background

Accountability
for children’s rights project in Rwanda

With support from
the European Union, Save the Children is strengthening the culture of dialogue
on children issues, legislations, and policy and budget dialogues between the
Government of Rwanda, Civil Society and children themselves.

General Comment 5 of
2003 of the Committee on the Rights of the Child dealing with “General Measures
of Implementation of the Convention” outlines a number of measures such as
legislative, policy, institutional, budgetary and statistical actions which
countries must undertake for the effective implementation of the Convention on
the Rights of the Child (CRC). This is founded on states responsibility to
protect, respect and fulfil children’s rights born out of states’ ratification
of or accession to the CRC.

In the same
framework, Rwanda has put in place a number of policies that caters for
children rights issues which include the Integrated Child Rights Policy (ICRP).

While the Rwanda’s
Vision 2020 seeks to fundamentally transform Rwanda into a middle-income
country by the year 2020 and as the country invests efforts towards the
achievement of the global Sustainable Development Goals, it is essential for
child focused Civil Society Organisations (CSOs) and children themselves to
work hand in hand with the Rwandan Government to ensure that children’s rights
are realized and not left behind.

In the same context,
Save the Children is looking for a consultant or consultancy firm that would
facilitate a workshop to strengthening the capacity of civil society
organisations on policy analysis and advocacy.

Consultancy
Objectives

SCI- Rwanda expects
the consultant/consultancy firm to facilitate the workshop for Civil Society
Organisations, including the development of training guide, tools, conducting a
4 day training and providing a quality report of the training.

Scope of
Services

The consultant shall
ensure the completion of the following activities in accordance with the terms
and conditions of the consultancy contract:

Design and organise
tools and module for the training

  1. Facilitate
    a training and support participants in undertaking practical policy
    analysis and advocacy  exercises in a child rights lens
  2. Support
    CSOs in constructively engage a specific Government institution in a one
    day discussion during the training
  3. Training
    report writing

Workshop
methodology

The consultant is
also expected to propose his/her methodology to achive desired training
results.  However the training methodology should meet the following
minimum requirements:

  • Participatory
    and appropriate to adults participants
  • Using
    visual and audio aids where applicable
  • Draw on
    context appropriate examples

Provide a
comparative view of other countries and context

Consultancy
time-frame: 

The total
consultancy time is estimated at around 7 working days. The training is
expected to take place Mid-August.

  • 2 days
    for the design and organisation of tools and module for the training
  • 4 days
    for the workshop  
  • 1 day
    for report writing

Duration of
role

The consultancy is
expected to begin Mid-August 2016 for 7 working days. In the future, the
consultant may be engaged in other policy and/or advocacy activities based on
performance and skills demonstrated.

Key
selection criteria

  • Master’s
    degree in public policy, social sciences, development studies or other
    related field
  • Proven 
    experience in policy cycle, policy analysis and advocacy
  • Very
    good understanding of Child Rights and related instruments  
  • Knowledge
    of the Rwandan legal and policy framework
  • Experience
    in child rights and/or advocacy work
  • Training
    facilitation skills
  • Expertise
    in developing high level quality documents
  • Experience
    in conducting similar work

Payment
details

  • Payment
    will be in accordance with the contractual terms and a  detailed
    budget breakdown as submitted by the consultant, and invoices will be
    expected from the consultant prior to payment
