NGO Forum on HIV/AIDS and Health Promotion (RNGOF on HIV/AIDS) created in 1999
is a network of National NGOs Rwanda NGOs Forum on HIV/AIDS and Health
Promotion (RNGOF on HIV/AIDS&HP) is one of the 5 umbrellas organizations
under which all civil societ

y activities of fighting against HIV/AIDS and the
promotion of health in Rwanda are coordinated, monitored and evaluated. It
gathers more than 80 National NGO members since it has separated the National
NGOs from International and Faith Based Organizations. It is also a member of
the Rwanda Civil Society Platform at National level, the Eastern Africa
National Network on AIDS Service Organization (EANNASO), African Council on
AIDS Service organization (AFRICASO), and International Council on AIDS Service
Organization (ICASO) at international level.

Rwanda
NGOs on HIV/AIDS and Health promotion (RNGOF on HIV/AIDS & HP) would like
to recruit an accounting manager for Secretariat based in the city of Kigali,
Kimironko Sector opposite the former KIE, on TABZ Plaza.
The
accounting manager should fulfill the following conditions:

Be Rwandan by nationality;

Be holder of a Bachelor degree (AO) in the field of accounting and a CPA;

Have an experience of at least 5 years in the field of accounting in a
recognized institution more especially NGOs;

Excellent computer skills (Word, Excel, and Power Point, accounting software…);

Ability to write and speak fluent English, French and Kinyarwanda;

Demonstrate high moral integrity;

Be willing to work on a minimal basis in rural Rwanda;

Be immediately available to start the work
TERMS
OF REFERENCES FOR THE POSITION OF ACCOUNTING MANAGER
Under
the supervision of the Executive Secretary and in close collaboration with the
other staff of RNGOF, the Accounting Manager of the Forum is responsible for:
  • Handling
    of petty cash for the day-to-day running of the organization;
  • Monitoring
    the transactions with banks and other partners;
  • Prepare
    the notes of costs in relation to staff mission orders
  • Establish
    in collaboration with the project officer and other staff regarding
     planning, monitoring and evaluation, and social mobilization an
    annual budget on the basis of the programs of activities to submit to
    donors;
  • Prepare
    financial reports;
  • Handle
    cash flow management
  • Follow
    up on budgetary situation, analyze the gaps and make recommendations;
  • Participate
    in the internal  procurement procedures
  • ensure
    the implementation of the manual of financial procedures and accountant;
  • Follow
    up on budgets and ensure consistency with the procedures in place and that
    the budgets are used to achieve the strategic operational objectives of
    the organization
  • Compile
    and analyze financial information to prepare entries to accounts, such as
    general ledger accounts,
  • Maintaining,
    coordinating, and the implementation of accounting and accounting control
    procedures.
  • Participate
    in the preparation of budgets;
  • Prepare,
    monitor, and review accounting and related system reports for accuracy and
    completeness.
  • Prepare
    and review budget, revenue, expense, payroll entries, invoices, and other
    accounting documents.
  • Analyze
    revenue and expenditure trends and recommend appropriate budget levels,
    and ensure expenditure control.
  • Participate
    in the stock take processes control and help in resolving any stock
    discrepancies.
  • Recommend,
    develop, and maintain financial databases and manual filing systems.
  • Supervise
    the input and handling of financial data and reports for the
    organization’s financial systems.
  • Participate
    in the internal and external audits and help in completing audits’
    exercises.
  • Participate
    in the monthly reconciliation of bank accounts and payables accounts
  • Other
    duties as assigned by the executive secretary of Recording bank operations
    and establishing a monthly balance;
  • Recording
    appropriate entries into the petty cash book;
  • Preparing
    a monthly bank reconciliation statement;
  • Preparing
    and consolidating periodic financial reports of the organization in
    accordance with the financial regulations;
  • Preparing
    monthly accounting management information for use in budgetary control
    measures.
  • Carry
    out any other tasks requested by the executive secretary RNGOF on HIV/AIDS
    & HP
