Rwanda Men’s Resource Centre (RWAMREC) 6 Various Jobs Vacancies in Kigali, Rwanda

INTRODUCTORY BACKGROUND  
Rwanda Men’s Resource Centre (RWAMREC) is an
organization engaged in promoting gender equality and positive forms of
masculinity in Rwanda. For effective implementation of its development programs
in this area, it uses various mass mobilization and education strategies
including intensive community trainings and counseling.  RWAMREC would
therefore like to recruit experts I gender and MenEngage who will work as two
(2) project officers based in Kigali for managing projects, one (1) project
coordinator and one (1) community trainer for its newly

opened community
resource center in Bugesera District; and one (1) project coordinator for its
Boys4Change project in Nyaruguru in order to increase its outreach capacity.
  For the Community resource centre, one person will work at RWAMREC Head
Office as the project officer in charge of the project management; another
person will work as the community master trainer and coordinator of the
project’s activities within the Bugesera Centre, whereas the third person will
work as community trainer and counselor within the Centre.   As for the
Boys4Change project in Nyaruguru district, one person will work as a
coordinator of the project based in Nyauruguru, and will be part of the
existing RWAMREC Team in this district.   RWAMREC is also looking for a
very competent Monitoring and Evaluation Officer who will be based in Kigali at
RWAMREC head office, and will be in charge of carrying out M&E for all its
development programs/projects. 

A. M&E
OFFICER
The monitoring and Evaluation Officer will be a
full time staff of RWAMREC. Under the direct supervision of the Executive
Secretary, the M&E Officer will be responsible of the following: 
  1. Establish/update and operationalize RWAMREC’s
    systems for monitoring and evaluation, information management,  and
    reporting and documentation in line with its transition to a
    Programme-Based Approach;
  2. Put in place a M&E plan based on the
    RWAMREC M&E matrix, and regularly update both the Matrix and Plans.
  3. Develop and coordinate the use of tools for
    M&E, reporting and documentation, and build the capacity of relevant
    staff on utilization of those tools,
  4. Regularly monitor and document progress of RWAMREC
    projects/program implementation, together with the respective project
    officer, and advise the ES accordingly,
  5. Ensure timely, rights-based and quality data
    collection and analysis, as well as their accuracy and reliability for
    project management, reporting, communication and advocacy purposes,
  6. Work with the IT Officer to ensure proper data
    storage and information management
  7. Support RWAMREC’s research and documentation
    on gender equality, masculinity and gender-based violence in Rwanda
  8. Conduct meta- data analysis of RWAMREC’s
    project and research data in order to document and report progress against
    the vision, mission and objectives at organizational level,
  9. Produce monthly updates, quarterly and annual
    reports and submit them to the ES with action-oriented recommendations for
    appropriate follow up,
  10. Liaise and/or collaborate with the ES for the
    effective publication and/or sharing of reports and documentation with
    donors, partners and other stakeholders on request of ES,
  11. Execute all other tasks in his/her domain as
    directed by the ES.
 Corporate
Responsibilities
 
  • Establish good and considerate working
    relationships with all Staff and partners organizations/institutions.
  • Contribute to the general work of RWAMREC as a
    whole as may be directed by the Executive Secretary.
Requirements:
  • A master’s in gender and development or other
    social disciplines.
  • A Bachelor’s degree with relevant experience
    of at least 3 years in project management is also acceptable as the
    equivalent to the master’s degree.
  • The person must demonstrate skills in engaging
    in program-based approach and results-based management technical
    competencies.
  • Fluency in English is a must.  
B. PROJECT
OFFICER AT RWAMREC (2):
The Project Officer will be a full time employee at
RWAMREC office in Kigali. Under direct supervision of the projects coordinator
and the Executive Secretary, the project officer has the overall responsibility
of ensuring effective implementation and attainment of the project outcomes and
impact of project activities under his/her responsibilities and reports to the
Coordinator accordingly.  
Key tasks:  
  1. Implements projects activities at national
    level,
  2. Reviews and designs appropriate tools and
    strategies to engage men and boys in ending SGBV and promoting gender
    equitable norms through the project activities, 
  3. Designs and delivers varied and innovative
    education and training materials,
  4. Manages activities including, educations
    sessions/training workshops, providing referral services, supports and
    provides psycho-social support to survivors of SGB, carries out community
    mobilization campaigns, and any other related work in line with the
    project management.
  5. Assesses the capacity needs of RWAMREC staff
    involved in the project in terms of male engagement strategies and
    assesses the quality of the services provided and provides backstopping
    support accordingly,
  6. Takes lead in planning and preparation of
    community trainings,
  7. Takes a lead in carrying out regular
    monitoring and evaluation in order to collect useful data for further
    programming and reporting,
  8. Compiles the district partner profiles 
    in engaging men in different development domains, and builds their
    capacity accordingly,
  9. Monitors and evaluates influence/ impact of
    training materials and courses, and use such data to update materials and
    approaches,
  10. Works closely with the national coordinators
    and other district staff on project development, implementation and
    reporting,
  11. Works within an agreed work plans to meet
    timely project requirements and priorities. 
Job requirements:  
  • Have a bachelor’s degree in social studies or
    equivalent. A masters’ degree in relevant studies is an advantage.
  • Prior experience of 3 years in gender
    promotion, MenEngage approaches and project management is a requirement.
  • Knowledge, skills and experience in
    community/mobilization or training work and in gender mainstreaming is a
    condition (RWAMREC gives priority to candidates who were trained by
    RWAMREC on MenEngage approaches).
  • Fluency in English is a requirement. 
     
C. Field
coordinators (2):
The Field Coordinator will be a full time worker
based in district. He/she will be responsible for the day-to-day implementation
and coordination of the project activities at district level under direct
supervision of the project officer and the coordinator at RWAMREC head office
in Kigali. The coordinator will also ensure the delivery of all project outputs
and outcomes on the ground as described in the project documents in
collaboration with other stakeholders at district level.  
Key tasks:  
  1. Insures effective field coordination,
    monitoring and evaluation of the resource centre activities on the ground,
  2. Carries out and coordinates community
    training/mobilization activities, and collaborates closely with community
    mobilization and trainers/volunteers,
  3. Takes lead in development of the project
    action plans in accordance with the project monitoring and evaluation
    matrix (logframe),
  4. Liaises with the projects coordinator officers
    and coordinators at RWAMREC to implement work plans of the project
    activities in the district,
  5. Takes lead in developing and applying training
    modules and other capacity building materials for empowerment of district
    partners and stakeholders in the project,
  6. Organizes and play a key supervisory role in
    various trainings workshops and other activities at district level,
  7. In collaboration with the field officer in
    charge of community mobilization and counseling, the coordinator develops
    education materials and avails them at the centre for education and sharing
    purposes,
  8. Takes lead in developing M&E matrices and
    monitoring schedules for the resource centre action plans,
  9. Conducts regular follow up of progress in
    project implementation processes, especially ensure proper follow up and
    attainment of the project outputs and outcomes as expected,
  10. Ensures transmission of appropriate M&E
    reports to the RWAMREC officials as required,
  11. Promotes good working relationships and
    networking with local government institutions/ organizations and community
    groups for advocacy purposes,
  12. Advises the projects officer/coordinator at
    RWAMREC on advocacy strategies for mass mobilization and decision making
    on implementation of the resource centre project,
  13. Provide project technical and managerial
    skills to other project staff under his/her responsibility,
  14. Produce periodical reports (monthly, quarterly
    and annual) and corresponding quarterly action plans and submit them to
    the projects coordinator at RWAMREC,
  15. Perform any other duties as may be required by
    the supervisor in the areas of the resource centre project management,
Job requirements:  
  • Suitable candidate needs to have a Bachelor’s
    degree in social sciences and related fields with relevant experience of
    at least 3 years.
  • Extensive project coordination skills and
    experience in gender and MenEngage fields at community level is a
    condition.
  • Possession of training skills in gender and
    MenEngage is a must.
  • Fluency in English is a condition.  
     
D. Field
Officer in charge of community mobilization and counseling in Bugesera district
(1):  
The Field Officer will be a full time worker based
in the Youth Friendly Centre of Bugesera district. He/she will be responsible
for the day-to-day implementation of the resource centre training and conseling
activities at district level under direct supervision and collaboration of the
resource centre coordinator.  The person will specifically be responsible
for: 
  1. Providing counseling services to GBV
    survivors,
  2. Engaging in community mobilization in line
    with the project targets and outcomes,
  3. Keeping records of counseling services
    provided, and ensure ethical practices as required by the nature of work,
  4. Developing education materials to be availed
    within the centre for education purposes,
  5. Supporting the resource centre in recruiting
    resource centre , community partners
  6. Preparing and conduct training in which target
    community groups are trained and equipped with the skills and knowledge on
    gender equality and prevention of gender based violence,
  7. Assisting in the development of the group
    education materials and schedules,
  8. Training and sensitizing health workers to the
    sexual and reproductive health needs of young men and women, and the
    importance of engaging fathers in maternal health,
  9. Speaking at local public gatherings to
    sensitize attendees on positive gender norms and behaviors.
  10. Documenting stories, best practices from these
    groups.
  11. Supporting the development of a counseling
    program.
  12. Assisting in general implementation of the
    project activities and perform any duties required by the District
    resource centre coordinator.
  13. Any other duty that meets the position’s
    conditions and qualifications at organizational level.
Job requirements: 
  • Bachelor’s degree in social studies with
    relevant work experience.
  • Training experience in gender equality and
    MenEngage approach at community level is a requirement.
  • Skills and experience in counseling of sexual
    and GBV survivors is advantage. Fluency in Kinyarwanda is a must.
    Capabilities of using/working English or French is an advantage.
