Section
1: Instructions to Applicants
Isuku
Iwacu – Rwanda Rural Sanitation Activity (RRSA) is a four-year rural sanitation
Activity awarded on September 2, 2016 and estimated to be completed by November
9, 2020. The Activity is being executed by a consortium of Non-Governmental
Organizations
headed by SNV, and including World Vision International and Water for People in
the following eight districts: Kayonza, Kicukiro, Ngoma, Nyabihu, Nyanza,
Nyarugenge, Ruhango, and Rwamagana.
As
part of project activities, the Isuku Iwacu – RRSA is soliciting applications
from seven qualified engineers to:
  1. Provide
    on-the-job-training to three skilled mason per selected village;
    corresponding to a total of about 30 masons per district for the
    construction of the demonstration latrines. In each of the selected
    villages at least three demonstration latrines shall be constructed;
  2. Conduct
    soil pre-tests of the construction sites;
  3. Conduct
    periodic site inspections for technical supervision and quality control of
    the construction works, taking into account all environmental
    considerations set forward in the draft Isuku Iwacu Environmental
    Mitigation and Monitoring Plan,
  4. Provide
    progress and final inspection reports.

of Work.
Applicants
are responsible for ensuring that their proposals and budgets are received by
the Isuku Iwacu – RRSA in accordance with the instructions, terms, and
conditions described in this RFP. Failure to adhere with instructions described
in this RFP may lead to disqualification of an offer from consideration.
This
is a Request for Proposals only. Issuance of this RFP does not in any way
obligate the project to make an award or pay for costs incurred by potential
offerors in the preparation and submission of an offer.
Section
2: Applicants Checklist
Applicants
interested in this assignment of the demonstration latrines shall submit a full
application with the following sections:
  • CV
    of the engineer
    who
    shall undertake the assignment putting forward relevant experience from
    similar work.
  • Budget
    proposal
    detailing
    applicant daily fees and costs of all required materials and equipment to
    undertake expected tasks and deliverables. Budgets must be provided in a
    separate Excel spreadsheet. Costs shall be presented in Rwandan Francs.
  • Budget
    Narrative

    An accompanying narrative in a separate Word file should be provided. The
    narrative should provide justifications for and descriptions of major
    tasks and staff responsibilities, and a brief explanation of how rates,
    the number of days and other costs were determined.
NOTE: Applicants are not
required to submit applications for the execution of the voucher system, which
shall be discussed upon completion of the demonstration latrines.

Isuku
Iwacu is not liable for any cost incurred during preparation, submission, or
negotiation of the award/contract. All submitted documentation, test results,
equipment, materials and others shall become and remain the property of Isuku
Iwacu.
Section
4: Applications
The
Applicants must fully meet all requirements. Qualified applicants are requested
to submit their proposals no later than Friday, December 7, 2017 at 17h00
local Kigali time

sanitation centers and latrine prototypes”.
Section
5: Applicants skills and qualifications
The
applicants are required to meet the following qualifications:
  • Degree
    in civil engineering and environmental technology, and appropriate post­graduate
    qualifications;
  • 5
    to 10 years of experience in designing, supervising and inspecting
    construction works, and in particular latrine construction works in
    Rwandan rural communities, preferably in one or more of the targeted
    districts
  • 4
    to 5 years of experience and ability to train and mentor local masons and
    others in sanitation facilities construction
  • Ability
    to draft training manuals
  • Proven
    ability to implement and coordinate community mobilization interventions
  • Fluency
    in English and Kinyarwanda
  • Ability
    to write quality, clear and concise reports in English
  • Ability
    to respond to comments and questions in a timely and appropriate manner.
Section
6: Notification of intent to enter into a contract
Isuku
Iwacu shall inform ONLY the successful applicants. The process of
negotiating and signing a contract with the successful applicant is expected to
take place from December 11 to 15, 2017.
Please
note that the release of this RFP does not necessitate that an applicant be
awarded.
Section
7: Anticipated period of performance
The
anticipated period of assignment is from to January 5 to 22, 2018, not
exceeding 15 days.
