RELIEF INTERNATIONAL SEEKING – CHIEF OF PARTY – GHANA

JOB TITLE: Chief of Party
LOCATION: Tamale, Ghana, with travel to other locations in Ghana

SUMMARY:

EnterpriseWorks (EW), a division of Relief International is currently recruiting for a potential multi-year, USAID-funded Feed the Future program for Ghana. The program seeks to increase the availability of appropriate and affordable technologies to sustainably improve short- and long-term agricultural productivity in northern Ghana. The Chief of Party will be based in Tamale with travel to project areas throughout northern Ghana. The program duration is likely to be three to five years. Employment is based on performance and not guaranteed for the life of the project.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
* Strategic direction and overall supervision and successful implementation of the program.
* Overall development and oversight of program work plans (interim and annual) and budgets based on expected program outputs and results; tracking and performance monitoring analysis and course correction.
* Liaise and consult with USAID, acting as the main representative and principal interlocutor.
* Manage partnerships with international organizations , local contractors, local ministries and municipalities, and civil society organizations.
* Cultivate opportunities to leverage program financing and expand program impact.
* Develop in collaboration with RI-HQ short, medium and long term strategic plans for the country and region. maintaining program focus in areas congruent with RI’s program objectives
* Ensure sound administrative practices with regards to record keeping, compliance with USAID and RI regulations, communications, etc.
* Administer the project’s financial resources in accordance with project budget and RI policy.
* Fulfill all USAID and RI reporting requirements.
* Ensure regular communication between Ghana Office (Field Office) and RI-HQ; this will include submitting required program reports in an agreed upon format.
* Manage recruitment of national staff and ensure that all internal administrative and HR policies and procedures are followed in accordance with established RI and USAID standard practices.
* Supervise and provide support to local and international consultants and staff hired to assist and work on the program.
* Supervise performance of sub-contractors, sub-grantees, and project team.
* Build strong collaborative relationships with all project partners;
* Travel within Ghana to ensure the performance and implementation of the program.
* Coordinate activities internally with other RI programs in Ghana.

QUALIFICATIONS:
* Ten or more years of experience in senior project management in the fields of food security and rural economic growth.
* A master’s degree in a relevant field.
* Experience managing field-based programs of scale, preferably USAID programs.
* Experience managing local and international partners and delivering outcomes on time and within budget
* Experience in project development
* Ability to live, work, and travel in Ghana.
* Previous experience in West Africa; experience in Ghana is strongly preferred.
* Fluent English required.
* Excellent diplomatic, interpersonal, and communication skills.
* Demonstrated decision making, problem solving, and team building ability.
* Experience must demonstrate the ability to effectively manage a large team in rural development context.
* Strong writing and communications skills
* Experience with the Value Chain approach and business development is required
* Experience working with private sector partners is strongly preferred.
* Computer literate, specifically in Microsoft Word and Excel.
