1.
Background
The
Rwanda Association of Local Government Authorities (RALGA) has recently
received a 4 year grant from the Belgian Technical Cooperation (BTC). This
grant will be used for the implementation of the Rwanda Decentralisation
Support Programme (RDSP) towards the attainment of result 3, i.e. “Inclusive
participation and gender equality are strengthened in decentralization process”
for which RALGA is responsible.
In
order to ensure that RALGA’s annual Action Plans leading to the materialization
of the above mentioned result are effectively and efficiently implemented
between now and June, 2019 RALGA seeks to recruit a Local Economic (LED) Policy
Analyst. The position is part of the Policy Analysis and Research Unit and its
incumbent directly reports to the Unit Manager. Based in Kigali, the position
incumbent will, from time to time, travel to RDSP intervention Districts. These
are Karongi, Rutsiro, Huye, Gisagara, Nyagatare, Gatsibo, Musanze and Gakenke.

Summary of key functions
  • Fully
    spend his/her time implementing RALGA’s annual action plans in relation to
    result 3 of the RDSP;
  • Always
    ensure that the implementation of annual action plans leading to the
    attainment of result 3 of RDSP is fully compliant with the terms of the
    grant agreement concluded between RALGA, BTC and MINALOC ;
  • Ensure
    a timely delivery of expected outputs and achieve efficient utilization of
    resources allocated to the programme;
  • Review
    the planning, monitoring and evaluation of and reporting against RDSP
    annual action plans and timely provide feedback and or inputs to the core
    staff responsible for these functions;
  • Carry
    out cutting edge policy analysis and research in the area of Local
    Economic Development (LED) with a focus on inclusive participation and
    gender equality;
  • Provide
    RALGA with cutting edge evidence-based policy advice on how best issues
    adversely affecting or likely to affect inclusive participation in LED and
    gender equality in Rwanda can be sustainably addressed;
  • Build
    and maintain a strategic network of partnerships with relevant
    stakeholders in the area of LED in Rwanda and beyond;
  • Write-up
    selling project concept notes/bids or proposals to submit to donors for
    purposes of mobilizing additional funding for RALGA’s LED-related
    programmes.

Job Profile
3.1
Qualification and Experience
  • Minimum
    of Masters degree (with a strong research component) in one of the
    following subjects: Development Studies, Local Economic Development,
    Economic Policy, Economics, International and Development Economics,
    Economics for Development or Rural Development with a minimum of a second
    class (upper division) from an internationally recognized university;
  • Experience
    managing donor-funded projects or programmes in a developing country context
    would be an added advantage;
  • Minimum
    of 3 years work experience in a policy analysis, research or policy
    advisory role.
3.2
Technical Skills
  • Strong
    analytical, public problem solving and writing skills along with strong
    knowledge of policy influencing techniques and tools;
  • Expert
    knowledge and understanding of the public decision-making, policy-making
    and lawmaking processes in Rwanda;
  • Expert
    knowledge and understanding of decentralization, local governance and
    local economic development matters and gender equality with both a Rwandan
    and a global perspective;
  • Expert
    knowledge of the national planning and budgeting cycle and its
    implementation at LG level;
  • Strong
    understanding of the government system and political culture in Rwanda,
    including current and or emerging issues in intergovernmental relations in
    light of inclusive participation in LED and or gender equality;
  • Deep
    knowledge of stakeholders’ power relationship analysis techniques;
  • Strong
    representation, negotiation, diplomatic and evidence-based advocacy
    skills;
  • Sound
    knowledge of and a demonstrated experience of project cycle management;
  • Strong
    project proposal or concept notes writing skills as proven by a record of
    successful funding mobilization;
  • Strong
    sensitiveness to details and ability to faithfully summarize huge
    documents and produce synthesis thereof;
  • Working
    knowledge of PC applications, including MS Word, Excel, Outlook and
    PowerPoint, Project Management and data processing applications such as
    SPSS, STATA, etc.
  • High
    level of professional and academic English proficiency (both written and
    spoken) and working proficiency level of French (both written and spoken)
    in addition to Kinyarwanda as a mother tongue.
  • Ability
    to multi-task, work and deliver under pressure.

  1. Letter
    of motivation quoting the title of the position applied to in the subject
    matter and convincingly highlighting what makes the applicant feel he or

  2. Curriculum
    Vitae (not exceeding 5 pages A4 format) clearly indicating key
    achievements in previous work experience against the core duties and
    responsibilities pertaining to the advertised position as highlighted in
    the detailed Terms of Reference;
  3. Contact
    details  of 3 references (including at least 2 recent professional

  4. A
    certified copy of their degree;

    least one dully signed and stamped letter of recommendation issued by the
    latest employer;
  6. Where
    possible, one academic writing sample (on any topic) in a form of
    peer-reviewed article or an accepted article to be published in an
    internationally accredited scientific journal  along with the proof
    of acceptance issued by the prospective publisher;
  7. A
    soft copy of the  Master or PhD thesis can be accepted in lieu of a
    peer-reviewed article;
  8. Any
    relevant document (s) that can best help RALGA appreciate the suitability
    of the candidate for the position (this is an optional application
    requirement).
