Established by
eight of Uganda’s International Development Partners (Austria, Denmark,
the European Union, Ireland, the Netherlands, Norway, Sweden, and the United
Kingdom), the Democratic Governance Facility (DGF) is mandated to support state
and non-state actors to strengthen democratisation, protect human rights,
improve access to justice and enhance accountabilityin Uganda. DGF programming
is focused on three inte
rlinked and mutually reinforcing components: Deepening
Democracy; Rights, Justice and Peace; and Voice and Accountability.
The DGF Programme
Management Unit (DGF-PMU), which is responsible for the day-to-day management
and implementation of the component programmes wishes to recruit talented and
experienced individuals to join and work collaboratively with the established
professional DGF team. Brief summaries of the job requirements for the specific
positions are listed below. PROGRAMME MANAGER FOR YOUTH ENGAGEMENT

JOB PURPOSE
The Programme
Manager will be responsible for the implementation of the DGF’s Youth Strategy,
in particular through support to DGF partners working on youth issues and the
mainstreaming of youth concerns in other projects across the DGF. The Programme
Manager will take a lead role in managing DGF’s relations with partners focused
on youth issues, ensuring that projects are on track, actively monitoring
implementation and promoting mutual learning and sharing of best practices.
KEY RESPONSIBILITIES
-Provide analysis of
key developments affecting young people’s participation and representation in
democratic governance processes.
– Liaise with key
stakeholders working on youth-related issues, particularly the Ministry of
Gender, Labor and Social Development, the National Youth Council, CSOs/NGOs and
other development partners.
– Provide guidance
on the implementation of the DGF’s Youth Strategy and in the formulation of the
DGF’s objectives and priorities on youth issues post 2016.
– 1 Ensure good
working relationships with partner organisations aimed at sound project
implementation. – Provide capacity development support to partners as/if
needed.
– Ensure that
partners comply with the “Finance & Administration Manual” and
“Partnership Manual” of the DGF during project implementation.
– Promote
information sharing and mutual learning among partners working on youth issues,
and between youth-related interventions and other DGF-supported projects.
– Report on the
indicators, milestones and targets for youth interventions as per the DGF’s
objectives and as specified in the DGF log frame.
– Monitor project
progress and achievement of milestones and targets as per the projects’ log
frames and monitoring frameworks.
– Ensure that a
comprehensive evaluation of DGF’s youth-related interventions is carried out in
a timely manner.
KEY REQUIREMENTS-
Advanced degree, preferably at Masters’ level, particularly in the areas of
development studies, not-for-profit management, law, human rights and/or
political science.
– Qualifications in
project and programme management & administration, financial management,
monitoring and evaluation or related topics would be a distinct advantage.
– Minimum five (5)
years experience in working with young women and men and on the specific issues
they face, preferably in the governance field and, successful track record in
maintaining constructive relations with partners and managing financial and
technical support.
– Competencies of
Results Based Management, Programme design and implementation, Capacity
development and organisational development, Monitoring and Evaluation.
