The Private Sector Federation is a professional organization, dedicated to
promote and represent the interests of the Rwandan Business Community. It
is the umbrella organization and voice of the private sector.


The Private Sector Federation is a key role player in enabling the Private
Sector to respond to Rwanda’s vision for its future.


Over the years, the Federation has rolled out a number of exciting private
sectors in the fields of capacity building, entrepreneurship and business
growth, trade promotion etc.
Offering an excellent career growth, PSF in partnership with GIZ would like to
recruit a qualified individual to work for a period of 1 year renewable as
a National Expert for the Public Private Dialogue (PPD).

Role Purpose:

The National Expert will provide analytical support to all stages of the
processes from prioritization of areas for the business climate and PPD
agenda to the development of solutions, implementation and evaluation of
the specific recommendations. The National Expert is expected to
contribute to a wide range of strategic analysis on private
sector development and business climate reform issues while leading on the
research components of the analysis. This will require supporting all the
structures of the PPD mechanism.

Key areas of responsibility

Among other duties, he/she shall perform the following:

  • Prioritization
    of issues for the local PPD agenda, diagnostics of selected issues,
    development of potential solutions, monitoring and evaluation of
    reform implementation.
  • Identify
    and advise on ways to work closely and engage the public sector on
    reform priorities;
  • Provide/source
    analytical support to the Working Groups to ensure that from issue
    identification to solution development, consensus building and reform
    enactment, the objectives of the local PPD mechanism are being met;
  • Build
    the analytical capacity of Working Group members and other local PPD
    organs through collaboration on research, information dissemination,
    training and other initiatives;
  • Coordinate
    the local Public Private Dialogue processes;
  • Engage
    business communities at the district level in driving the PPD mechanism;
  • Support
    the RPPD Secretariat and other stakeholders in all planning processes of
    the PPD mechanism;
  • Facilitate
    the Local Champions in designing action plans for both short and long
    term periods;
  • Engage
    stakeholders at all levels in streamlining public private dialogue;
  • Participate
    and represent PSF in all PPD related activities at both local and
    National level;
  • Any
    other duties assigned by the Supervisors.
Interested
candidates must fulfil the following requirements:
  • Minimum
    of a Bachelors Degree in relevant Business
    studies/management, economics, public policy, or related discipline
    from an accredited university.
  • Sound
    knowledge of economic, political and legal institutions and dynamics in
  • Rwanda
    and understanding of the decision making processes and the
    procedures used to develop, review and approve legislative,
    regulatory and economic reforms;
  • Understanding
    of best practices to collaborate with PSF partners, co-ordination
    and teamwork skills. Strong stakeholder management skills, able to
    confidently work with senior public officials and private sector
    leaders;
  • Ability
    to understand legal and regulatory framework;
  • An
    ability to write clear and concise memos, concept notes, reports and
    position papers.
  • Fluent
    in English, Kinyarwanda and French with excellent business
    writing, presentation, interpersonal and verbal communication skills
    – able to deliver complex messages;
  • Strong
    computer skills in MS Office applications, use of software programs for
    data management and qualitative and quantitative analysis.
  • Delivery
    focused, pragmatic, able to multi-task and get things done in a fast
    paced environment.
  • Professional,
    detail orientated with high standards;
