Rwanda
currently hosts 75,000 Burundian refugees across refugee camps and urban areas
of Kigali. Protection concerns have been noted in these camps including
gender-based violence and child protection incidents. It is against this
backdrop that Plan has partnered with UNHCR and other donors to lead protection
activities in all refugee camps and Kigali, focusing on gender-based violence,
child protection, provision of legal support services and services for people
with specific needs.
Dimensions
of the Role
The
SGBV Officer will support in prevention of GBV incidents in Mahama camp. He/she
will report to the Protection Coordinator and will support supervision of
community animators and casual workers as necessary.
Accountabilities
  • Supports
    project implementation in the camp to be in conformity with UNHCR and
    Plan’s standards and policies;
  • Provides
    counselling for GBV survivors;
  • Mobilizes
    community members to strengthen community-based protection mechanisms;
  • Monitors
    community-based protection systems; manage community animators and
    volunteers;
  • Regularly
    reports GBV cases;
  • Participation
    in regular protection assessments;
  • Facilitate
    community dialogue sessions;
  • Manage
    community sensitization campaigns;
  • Liaise
    with local authorities, healthcare and judicial system and police.
  • Provision
    of ongoing referral support services;
  • Liaise
    with relevant partners to ensure inclusion of the elderly and people with
    disabilities.
  • Work
    collaboratively with UNHCR, stakeholders, MIDIMAR, Police, district
    officials and other partners.
  • Ensures
    that Plan International’s global policies for Child Protection (CPP) and
    Gender Equality and Inclusion (GEI) are fully embedded in accordance with
    the principles and requirements of the policy including relevant
    Implementation Standards and Guidelines as applicable to their area of
    responsibility. This includes, but is not limited to, ensuring staff and
    associates are aware of and understand their responsibilities under these
    policies and Plan International’s Code of Conduct (CoC), their relevance
    to their area of work, and that concerns are reported and managed in
    accordance with the appropriate procedures.
Key
relationships
The
SGBV Officer deals with complex relationships between different actors involved
in the camp and shall be always under pressure and stress.  Mistake in
judgement or misunderstanding between partners may lead to the failure of the
project, impacting Plan’s reputation. Therefore, the SGBV Officer should
demonstrate the ability to solve problems, think strategically and communicate
with key actors in a dynamic and sometimes unpredictable operating environment
Technical
expertise, skills and knowledge
Essential
  • Knowledge
    of Sphere and established international SGBV standards, methodology and
    tools
  • Knowledge
    of developing referral pathways, and reporting mechanisms.
  • Knowledge
    of multi-sectoral approaches to SGBV prevention and response.
  • Experienced
    with participatory approaches to protection, emergency preparedness,
    crisis/emergency relief management, or other related area.
Desirable
  • Submit
    weekly reports on GBV issues;
  • Maintain
    a database on GBV issues in the camp;
  • Participate
    in regular coordination meeting with all the actors in the camps
  • Collect,
    share and disseminate project best practices and lessons learnt on a
    quarterly basis
  • Maintain
    and share protection data base and provide feedback to animators
  • Submit
    report for all field visit activities and various trainings and meetings
