Quality and Inclusive Education, Right to Early Childhood Care and Development
through United Communities, Right to Youth Economic Security through Active
Citizenship and Right to Protection. Plan currently operates in Gatsibo,
Kayonza, Rwamagana, Bugesera and Nyaruguru. Plan International Rwanda has
entered into partnership with UNHCR and other partners to implement Sexual
& Gender Based Violence Responses and Child protection in all Refugees
Camps across the country.

To facilitate the implementation
of its activities, Plan International Rwanda is inviting applicants from suitably qualified locally based
Internationals and/or Rwandan nationals with international experience

to fill the following vacant position:

Position: Protection
Coordinator

Level: D1 Grade

Type of appointment: Fixed term Contract

Duty Station: Gihembe Refugees Camp

Deadline for

Context and rationale

Rwanda currently hosts approximately 141,000
refugees across five protracted refugee camps, urban area of Kigali, newly Mahama and transit camps.
Protection concerns have been noted in these camps including gender-based
violence and child protection incidents. It is against this backdrop that Plan
has partnered with UNHCR to lead protection activities in all refugee camps.

The Protection Coordinator is in
charge of all protection activities in Gihembe camp and will directly report to
the Protection Project Manager. S/he supervises Protection Officers and other
casual workers and consultants operating in Gihembe Camp as necessary. .

The Projection Coordinator will
be responsible for the design, implementation, monitoring and evaluation of all
protection activities in refugee camp in Rwanda. In that line, he/she will
provide strategic guidance for the protection interventions and play a
coordination role with other camp level actors and work in close collaboration
with Protection Coordinators in other camps

Objectives and scope of the
work

In collaboration with the
Protection Project Manager:

  • Ensure project implementation in the camp is in
    conformity with UNHCR and Plan’s standards and policies;
  • Oversee the overall financial management of the project
    in the camp in collaboration with the grant accountant and project manager
  • Coordinate implementation of activities to ensure there
    is adequate sharing of information between different actors of the
    project;
  • Develop narrative and financial project reports to make
    sure they are in accordance with the required reporting;
  • Maintain relationships with local government, partner
    NGOs as well targeted schools/institutions to promote the efficiency in
    project implementation;
  • Provide advice to program staff to select effective
    strategic options toward household food security and disposal income of
    youth and families;
  • Participate in the preparation of the project annual
    budget for efficiency purpose
  • Ensure that fixed assets are adequately maintained,
    inventoried and are only for the project official business to avoid
    mismanagement;
  • Facilitate the capacity building of partners and youth
    to increase best practices in household food security and strengthen
    micro-enterprise development;
  • Compile information and relevant data to share them
    within and outside the country;
  • Collect evidences and stories to make the project
    visible;
  • Manage community based protection systems in the camp.
  • Provide capacity building, training, support and
    mentoring to Protection Officers.
  • Manager child protection and SGBV referral pathways
  • Manage sensitization activities, campaigns and community
    mobilization initiatives.
  • Monitor all activities; provide regular reports and
    updates to the Project Manager and other actors/stakeholders.
  • Coordinate effectively with UNHCR, stakeholders,
    MIDIMAR, district officials and other partners. Play a leadership role in
    camp level coordination processes.
  • Manage Best Interest Determination processes

Key deliverables and
Indicators for success
:

  • Submit a weekly and monthly progress reports (financial
    and technical) of the protection, GBV and legal assistance activities in
    the camp
  • Organize monthly meetings with Protection Officers
  • Submit quarterly updates on project progress in the camp
  • Collect, maintain and keep a solid database on the
    protection and GBV issues in the camp
  • Participate to monthly or quarterly coordination meeting
    with all the actors in the camps
  • Collect, share and disseminate project best practices
    and lessons learnt on a quarterly basis
  • Submit evaluation reports of staff under his
    responsibility
  • Effective camp level budget management

Job requirements

Specific Skills

  • Strong leadership competency and supervisory skills;
    ability to work individually and within a team with limited supervision. A
    self-starter.
  • Good budgetary and financial planning/management skills
  • Good analytical, problem solving and project planning
    skills
  • Able to communicate clearly and sensitively with
    internal and external stakeholders as a representative of Plan. This
    includes effective negotiation and representation skills.
  • Strong capacity building skills with communities and
    internal and external staff
  • Computer knowledge – Microsoft Word, Excel, Outlook
  • Strong skills in monitoring, evaluation, research and
    conducting participatory, community-led assessments. Experience working
    with GBV Information Management Systems and providing regular
    documentation.
  • Strong command of both written and spoken English and
    Kinyarwanda and/or Kiswahili is required.
  • Excellent community mobilization skills and abilities
  • Strong training/facilitation skills strongly required
  • Previous experience directly providing services to GBV
    or child abuse survivors and developing/implementing referral pathways and
    case management systems.

Experience

  • Postgraduate degree or equivalent in Social Science,
    Social Work, Psychology, Public Health, Development studies or related
    fields
  • Minimum of 3 years relevant working experience in protection
    (SGBV or Child Protection) prevention and response programming in camp and
    out of camps, humanitarian affairs or human rights right based approach in
    programming..
  • Prior experience working with refugees and other
    vulnerable populations.
  • Working experience in a similar role and experience in
    working with bilateral organizations or INGOs

Knowledge /Competencies

  • Knowledge of Sphere and established international child
    protection/GBV standards, methodology and tools
  • Knowledge of developing referral pathways, case
    management systems and reporting mechanisms.
  • Knowledge of multi-sectoral approaches to child
    protection and SGBV prevention and response.
  • Experienced with participatory approaches to protection,
    emergency preparedness, crisis/emergency relief management, or other
    related area.
