PURPOSE
Plan

This
role Coordinate and supervise of all activities related to “ECCD for the
Girl Child projec
t” to ensure that the project’s objectivities and results
are achieved in a timely and according to the agreed standards in the project
framework and in the related grant agreement document.  
The
incumbent work is also guided by the Programme Guide, Plan’s Global Child
Protection Policy, Plan’s Global Gender Equality Protocol as well as related
national policies and strategies
Dimensions
of the Role
Plan
International Rwanda has secured funding from Germany national office to
support the promotion of the ECCD in Rwanda through construction of the ECCD
centers and the capacity building of the key stakeholders in Bugesera an
Nyaruguru Program areas.
The
post holder coordinates the overall implementation of the project and supervises
the project staff based at the Program Unit levels.  S/he is based at
country Office in Kigali and reports directly to the education and ECCD
Programs manager. S/he supports the programs manager in planning, implementing,
monitoring the project. S/he will be responsible of the smooth project
implementation in Program Units and coordination of other fields’ activities
and other related activities within Plan International Rwanda in collaboration
with the Education and ECCD programs manager and other program staff at the CO
and PU levels.  S/he also engages in partner’s capacity building.
  • Elaborate
    and supervise the preparation of the budgets for the ECCD4GC Project.
  • Ensures
    that project administrative processes are carried out in conformity with
    the agreed standards and policies, to ensure alignment to the project
    objectives
  • Facilitate
    information sharing and coordinate activities among project
    stakeholders/partners;
  • Participate
    in project reports including Project Outline in line with agreed budgets and
    activities in the FAD;
  • Responsible
    for the field verification of project budget expenditures to ensure that
    project funds are spent as planned
  • Coordinate
    Project visits and prepare related reports.
  • Promote
    and abide by internal policies and procedures including but not limited
    to:  Child Plan Protection Policy and Code of Conduct
  • Participate
    in the preparation of the project annual budget and monitor the budget by
    use of SAP
  • Plan
    and coordinate the construction (together with the construction engineer)
    and the capacity building training sessions related to the project
  • Ensure
    that fixed assets are adequately maintained, inventoried and are only for
    the project official business.
  • Manage
    in collaboration with the M&E, monitoring and evaluation of the
    project and track changes over time.
  • Coordinate
    project meetings and prepare minutes
  • Supervises
    performance report of the Community development facilitators.

    responsibility. This includes, but is not limited to, ensuring staff and
    associates are aware of and understand their responsibilities under these
    policies and Plan International’s Code of Conduct (CoC), their relevance
    to their area of work, and that concerns are reported and managed in
    accordance with the appropriate procedures.

Experience
  • Bachelor’s
    degree in education, clinical psychology, medicine and/or nutrition.
  • Minimum
    of 5 years relevant working experience in community development or similar
    position with two years specifically in area of early childhood care and
    development.
  • Working
    experience in a similar role and experience in working with bilateral
    organizations or INGOs would be an added advantage.
  • Excellent
    reporting skills and competencies in computer literacy (M-Excel, MS-Word,
    & Power Point, internet)
