PURPOSE
PURPOSE
Plan
International Rwanda, in partnership with Global Communities, is contributing
to implementation of the USAID-funded Improved Services for Vulnerable
Populations (ISVP) program to: a) Identify and serve 250,000 orphans and
vulnerable children (OVC) and other vulnerable individuals; b) Reduce the
economic vulnerability of 50,000 households; c) Increase parenting skills and
health-seeking behaviors; d) Respond to the unique needs of young children and
adolescents; and e) Develop family, community and government capacity that
facilitates transition to Rwandan ownership. ISVP program will be implemented
in 15 targeted districts of Rwanda.

Childhood Care and Development (ECCD) Program Officer who will oversee and
coordinate the implementation of the ECCD program interventions for each
geographic zonal area. The ECCD Program Officer will be responsible for
increasing family and community capacity to care for young children. S/he will
support ECCD centers to improve operations by carrying out assessments,
facilitating participatory planning and actions to mobilize local resources,
and support facility improvements.

- Provides
training, technical assistance and support to frontline teams to implement
ECCD programming. - Works
closely with clinical and community-based service providers and local
authorities to help parents and guardians build their parenting skills and
enhance their care and responsiveness. - Scales
up flexible models for playgroups to create quality, sustainable child
care that enables parents and guardians to engage in livelihood
opportunities. - Builds
capacity of selected ECCD sites and provides temporary staff, training and
equipment to strengthen local management. - Works
to engage both men and women as providers and seekers of comprehensive
care and support. - Ensures
program integration by linking ECCD centers with local health centers
through referrals, awareness raising activities, and trainings for
Community Health Workers. - Ensures
all ECCD programming is community based and child rights are embedded in
program activities. - Ensures
child protection and water and sanitation are promoted in ECCD centers and
intervention areas. - Supports
monitoring and evaluation of ECCD related programming. - Oversees
ECCD budgets and expenditures of the program and tracks progress to ensure
alignment with the program goals and deliverables. - Produces
briefings, reports and other ECCD program-related data/information to show
program results, challenges, progress and impact.
Accountabilities
- Effective
program learning system is in place with a strong monitoring and
evaluation plan for ECCD programs. - ECCD
interventions align to larger project interventions and compliment activities
in key programmatic areas such as child protection and gender equality. - Implementation
of ECCD activities across all geographic zones is tailored and
well-coordinated. - Access
to and utilization of community services is strengthened and initiated by
care givers. - Technical
guidance to implementing local entities is appropriate and timely. - Capacity
of local ECCD centers is assessed and training gaps are identified and
addressed through capacity building. - High
quality and timely program reports are provided to Global Communities on a
regular basis, as required. - Ensures
that Plan International’s global policies for Child Protection (CPP) and
Gender Equality and Inclusion (GEI) are fully embedded in accordance with
the principles and requirements of the policy including relevant
Implementation Standards and Guidelines as applicable to their area of
responsibility. This includes, but is not limited to, ensuring staff and
associates are aware of and understand their responsibilities under these
policies and Plan International’s Code of Conduct (CoC), their relevance
to their area of work, and that concerns are reported and managed in
accordance with the appropriate procedures.
