Job Summary: The Health
Specialist will be responsible for programme design, including development of
high quality concept notes and proposals. S/he will provide technical support
to front line staff and partners in implementation health programmes and guide
the effective assessments, monitoring, evaluation and learning. The incumbent
will be establishing and managing effective partnership will be a key
responsibility, as well as leading advocacy initiatives related to health.

Key Duties and Responsibilities:
- Programme
Design: Develop new programs and projects, especially
through new grant opportunities. - Programme
Quality and M&E: - Intuitively review all health related
projects/programs to ensure that they of quality and aligned to the
Country Strategic Plan, program outlines, Plan principles and national
health strategies in Uganda. - Monitor health projects implemented by Plan
and/or its partner, provide advice in evaluation design, and take
corrective actions to ensure smooth progress and achievement of set
targets. - Partnership
Management: Experience in setting, nurturing and managing
partnerships with high level of trust and accountability. - Advocacy
and relationship building: - Initiate, develop and nurture cordial relations
with relevant government ministries, partners, and the wider stakeholder
fraternity and represent - Plan Uganda at relevant health related
events/fora to ensure Plan is acknowledged as a legitimate partner/actor. - Develop advocacy strategies in the area of health
to influence policies and legislation. - Strategic
Health advice: Offer
technical support to CMT, staff, and partners in formulating country
specific policies, strategies, program outlines and guidance on the
strategic direction of the health program within Plan. - Capacity
Building: Build the capacity of Plan Uganda staff and
partners to integrate health programs to ensure effective implementation
at all levels program/project cycle. - Documentation
and Learning: - Develop a system for capturing, documenting and
disseminating - Plan’s experiences, lesson learnt and the best
practices from other partners, stakeholders including Plan programs in
the RESA Region. - Resource
Mobilization: Identify
local resource mobilization opportunities and provide technical assistance
in the development of fundable proposals to support implementation of
health /or related programs
Qualifications, Skills and Experience:
- The candidate for the Health Specialist vacancy
should preferably hold a Bachelor’s degree in human medicine (MB.Ch.B) or
its equivalent. Possession of a Master’s degree in Public Health or
Community Health at Masters level - At least eight years working experience, five or
which in Public health work either in Government or NGOs - The candidate must have experience in developing
health programmes, with strong community and public health background,
including in health services delivery, health systems strengthening,
community engagement and mobilization to create a dynamic community owned
health solutions; HIV/AIDS interventions, adolescent sexual reproductive
health and maternal health. - Excellent computer skills and knowledge of
Microsoft software including skills with word processing, e-mail,
presentation and spread-sheet software and web based research. - Skills in Program Design, proposal development
and report writing. - Highly skilled in Partnership Management and
networking. - Community and public health experience,
including: health services delivery, health systems strengthening,
community engagement and mobilization to create a dynamic community owned
health solutions; HIV/AIDS interventions, adolescent sexual reproductive
health and maternal health. - M&E and Program Quality of Health programs
- Good communication and interpersonal skills,
including facilitation skills - Strong advocacy and lobbying skills
- Strategic thinker and capacity to integrate
program thinking beyond health - Possess the ability to build, manage and sustain
teams with diverse backgrounds.
