Background
Plan
Canada provides technical oversight and support for girl’s education projects
in South Sudan and Mozambique. These projects are funded by Dubai Cares, an
education focused foundation based in United Arab Emirates. Each of these
projects, further described below, focuses in part on improving
gender-responsiveness of school environments and teaching methodologies at the
primary school level. The purpose of this consultancy is to develop a teacher
training program to meet shared objectives in each program that focus on
promoting gender equality through pedagogy.
Mozambique:
The
Apoio para Melhores Oportunidades para Raparigas (AMOR) project, is
designed to reduce barriers and build assets at several critical points in a
girl’s development. The project targets disadvantaged girls, boys and women
from 6 to 20 years of age in selected communities in Jangamo District,
Inhambane Province. The project will empower girls to realize their rights by
transforming households, schools and communities to reduce barriers to
education and by enabling girls to develop new assets. This consultancy will
work to help realise the following project objectives:
1)
“Improved girls’ retention rates for upper primary school.”
2)
“Enhanced supportive and girl friendly school environments in primary school.”
South
Sudan:
Plan
and Dubai Cares have partnered to implement SUCCESS, a 4-year project to
support schools in three counties of Central Equatoria State through access,
quality and school governance. The SUCCESS project’s ultimate outcome is that:
Marginalized, conflict-affected children (6-20), especially girls, in Juba,
Lainya and Yei counties of South Sudan realize their right to transition to
upper primary education in safe, quality learning environments leading to
improved social and personal assets”. The consultancy will help contribute
towards the following project objective:
1)
“Improved quality of primary education, responsive to the specific needs of
marginalized children, especially girls in targeted schools
2)
Increased understanding of child-friendly and gender-sensitive teaching methods
and health and protection issues among school teachers, principals and
inspectors”
Objectives
of Consultancy
The
Consultant(s) will design and develop a training program (5-day) for
gender-responsive teaching pedagogy and will contextualize the training to the
needs of the SUCCESS and AMOR projects. The training package should be flexible
enough to be delivered to trainers, teachers and school administrators at the
primary school level. The training program will include:
  1. Study
    materials, activities, key objectives and guidelines for each session;
  2. Program
    facilitation guidelines and tips;
  3. Notes
    for facilitation of a TOT of the program;
  4. Suggestions
    for adaptation to different contexts and capacities as appropriate for
    each session;
  5. Tools
    for monitoring learning outcomes of trainings (pre/post training surveys)
    and quality of trainings (training evaluations).
The
program will:
·
Be aligned with international best practices for primary school pedagogy and
local Ministry of Education and/or donor on-going initiatives;
·
Reflect the policy and approach of Plan International on gender equality and
child-centered development;
·
Mainstream gender-responsiveness throughout, including addressing the needs and
challenges of boys as well as girls;
·
Reflect a participatory approach to training, and employ best practices for
adult learning techniques.
·
Be flexible for use in a variety of country contexts across Plan’s programming.
As
far as possible, the consultant should adapt/build on existing materials,
rather than developing materials from scratch. This includes existing modules
and manuals developed by Plan and other organizations, and existing government
material on teaching pedagogy and gender equality promotion within the
education systems in Mozambique and South Sudan.
Key
Responsibilities/ Deliverables and estimated level of effort

Inception report (methodology, timeline, budget, proposed outline of training

publications on gender-responsive primary level pedagogy and relevant
background documents. 2 days Conduct in-country consultations with Plan staff,
education actors (teachers, administrators), and other key stakeholders as
appropriate (MoE partners, other national-level education partners, etc),
including training needs assessment. Produce and submit summary report of
findings to Plan Canada. Mozambique: 10 days
South
Sudan: 10 days First draft of training program (both the “generic” training and
the ones contextualized for SUCCESS and AMOR 10-15 days Revisions based on Plan
Canada feedback, and field validation 5 days
Supervision
and Working Relationships
The
consultant’s work will be supervised by Plan Canada’s Senior Education Advisor,
Yona Nestel. The consultant will expect to liaise closely with colleagues at
Plan Canada and Plan Mozambique and South Sudan. The consultant is expected to
plan all initiatives for their in-country mission with Plan Canada’s Senior
Education Advisor.
Work
Schedule and Remuneration
All
travel costs, including ground transportation, flights, visas and per diem (as
per Treasury Board of Canada) will be expensed by the consultant and reimbursed
by Plan Canada. Consultant’s daily rate is negotiable and based on level of experience
with similar assignments.
Consultants/Bidders
are asked to provide:
  • A
    detailed proposal (up to 5 pages) clearly outlining the proposed
    methods/tools for the assignment.
  • Curriculum
    Vitae(s) of proposed staff outlining relevant education, gender and
    teacher training expertise and experience.
  • A
    table clearly stating the level of effort of each proposed team member.
  • A
    financial proposal with a detailed breakdown of costs for planning and
    carrying out the consultancy.
  • A
    proposed timeframe detailing activities and a schedule/work plan
    (including a Gantt chart), in line with the timeframe provided in this TOR
    and with consideration for the time it will take for Plan to review
    documents before finalization.
  • Names
    and contact information of three references who can be contacted regarding
    relevant experience.
  • A
    copy of 2 – 3 reports/documents of similar work undertaken.
  • A
    Consulting Firm Profile (including all details of the firm and board of
    directors), if applicable.
The
detailed proposal should:
  • Show
    a thorough understanding of this TOR
  • Include
    a description of the preferred data gathering methods
  • Demonstrate
    previous experience in developing teacher training materials/program
  • Demonstrate
    inclusivity, gender equality and nondiscrimination in the conduct of the
consultancy
The
financial proposal should contain:
  • Itemized
    consultancy fees/costs
  • Itemized
    field data collection expenses, including lines for accommodation. Plan
    will cover costs associated with transportation.
  • Itemized
    administrative expenses
  • Validity
    period of quotations
If

committee based on pre-determined objective criteria. Upon selection, the
consultant(s)/ consulting firm will be invited for a discussion and requested
to submit a detailed inception report and work plan prior to starting any data

Disclosure
of Information/Child Protection
It
is understood and agreed that the Consultant shall, during and after the
effective period of the contract, treat as confidential and not divulge, unless
authorized in writing by Plan, any information obtained in the course of the
performance of the Contract. Information will be made available for the
consultants on a need‑to‑know basis. Field visits will be facilitated by Plan’s
staff. The selected consultant will commit to respect Plan’s Child Protection
Policy to prevent any harm from participating children and youth.
