Deputy
Chief of Party, Rwandan Health Service Delivery Activity (RSDA)

PATH
seeks a Deputy Chief of Party for the upcoming USAID funded Rwandan Health
Service Delivery Activity (RSDA). The project’s main objective is to improve
utilization of quality reproductive, maternal, newborn and child health as well
as malaria control and prevention services in Rwanda. With a national scope,
RSDA should contribute towards improving health provider skills, strengthening
the capacity of the health sector to deliver quality services at the community
and facility levels, as well as strengthening linkages across the referral
system, to ensure a continuum of care for clients across the country. The
Deputy Chief of Party will be responsible for guiding and mentoring the project
staff in supporting health and civil society institutions in Rwanda to
strengthen integrated health service delivery in reproductive, maternal,
newborn, and child health and malaria. Successful candidates will possess
strong leadership, managerial skills, a high level of independent action, and a
focus on innovation and strategic direction in health systems strengthening is
preferred.
Responsibilities:
  • Provide
    technical guidance, technical assistance and capacity building in health
    systems strengthening to strengthen integrated service delivery in reproductive
    health, and maternal, newborn, and child health and malaria
  • Develop
    and disseminate tools and training materials to strengthen the capacity of
    staff and local partners on health systems strengthening and activities in
    reproductive health, and maternal, newborn, and child health and malaria.
  • Monitor
    implementation of health systems strengthening and reproductive health,
    and maternal, newborn, and child health and malaria-related activities in
    the field and ensure timely completion of objectives.
  • Assemble
    and lead the health systems strengthening technical team to carry out
    assessments and capacity building exercises for local partners.
  • Produce
    and present papers at local, regional and international forums to share
    experiences and best practices.
  • Develop/produce
    contractual deliverables (quarterly, annual, field project evaluations,
    etc.) in conjunction with other key staff and external evaluators.
  •  
Work closely with project staff and
implementing partners to identify, document, and disseminate best practices.
Required Experience
  •  
A Master’s degree in public health,
social sciences, international development, or other closely related field is
required.
  •  
10+ years of experience in the
implementation and management of international development projects, preferably
in health.
  •  
Broad understanding of public health in
Rwanda.
  •  
Knowledge in the areas of primary
health care; reproductive health; maternal, newborn, and child health; and
malaria.
  •  
Proven skills in managing health
related projects, building organizational capacity in health service delivery
program, and use of host country and community level mechanisms.
  •  
Strong oral, written and presentation
skills in French and English are required.
Must
have legal authorization to work in Rwanda.
