support poverty reduction initiatives in rural Rwanda since 2005.Through its
service delivery, training, advocacy and research, PIH works globally to bring
the benefits of modern medical science to those most in need and to serve as an
antidote to despair. 

PIH
operates sites for clinical care, research, and training in 10 countries
(Haiti, Peru, Russia, USA-Boston, Rwanda, Lesotho,
Malawi, Kazakhstan, Mexico, and the Dominican Republic); and has a growing
network of affiliated organizations and initiatives in several other countries,
including Nepal, Burundi, Mali, Liberia, Guatemala, and Togo. PIH is

Position
Summary
:
The
Infectious Disease Program Director is responsible for executing all
programmatic activities and clinical support provided by IMB in the area of HIV
(adult, adolescent, and pediatric), EMTCT (pregnant mothers and exposed
infants), Hepatitis C and tuberculosis to district hospitals, health centers,
and community health workers in the districts of Southern Kayonza, Kirehe, and
Burera. This position will collaborate with public sector health authorities
and other IMB program leaders in the design and implementation of priority
interventions and drive innovation to support IMB’s strategic goals.
Additionally, this position will provide technical support to the Ministry of
Health in policy, research and programming.
Purpose
of Job:
The
purpose of this position is to 1) develop IMB ID program strategy 2) oversee ID
program workplan activities; 3) assume all financial, monitoring &
evaluation, responsibilities of the program; and 4) represent the ID program
with other IMB programs, IMB-supported district hospitals and health centers,
and central level MOH and partner organizations.
Major
Responsibilities
:
  1. Collaborate
    with public-sector and district partners to develop and implement a
    strategy and plan for IMB’s work in Infectious Diseases.
  2. Design
    and execute program strategy, work planning, logistics, implementation,
    and accountability
  3. Serve
    as primary budget holder for program expenses and maintain all financial
    responsibility of the program
  4. Provide
    mentorship and continuous quality improvement for doctors, nurses, and
    community health workers in provision of HIV services as needed.
  5. Plan
    and oversee all ID-related trainings, retreats, and research meetings
  6. Oversee
    all beneficiary support provided by IMB for HIV patients and clinics,
    including nutritional support, home visits, transport fees, educational
    sessions, and psychosocial services
  7. Represent
    IMB and provide technical support to key stakeholders, including district
    and hospital authorities, Ministry of Health officials, technical working
    group, implementation partners, and civil society organizations
  8. Serve
    as primary IMB point of contact for inter-departmental collaboration
    within the organization, including close collaboration with program
    leaders in Community Health, Non-Communicable Disease, Mental Health,
    Medical Education & Training, Social Work, Health Information Systems,
    Monitoring & Evaluation, Procurement, Food Security, and District
    Leadership
  9. Lead
    and support ID research activities in the area of HIV, EMTCT, Hep C and
    Tuberculosis.
  10. Serve
    as liaison for international partnerships and GHDP activities/objectives
    in Infectious Diseases.
Preferred
Skills and Qualifications
:
  • Qualified
    medical doctor with specialization in internal medicine or family
    medicine; general practitioner; or other health practitioner with public
    health experience in the field of HIV, EMTCT, and TB
  • Master’s
    degree or previous training in the field of public health, project
    management, or business administration or experience in public health
    programming and delivery in the field of HIV
  • Extensive
    experience in planning and monitoring & evaluation activities,
    particularly in the field of HIV
  • Previous
    experience and quantitative skills in research design, methodology, and
    analysis, particularly in the field of HIV
  • Previous
    experience in the field of HIV policy or participation in technical
    working groups in the Rwanda context
  • Skills
    and training in the field of quality improvement and mentorship
  • English
    and Kinyarwanda fluency required
