BUDGET/AUDIT OFFICER

Office of the Vice-President, Administration & Finance
Part-time, Ongoing (.33 FTE)
The primary focus of this position will be auditing.

OVERALL PURPOSE
* Responsible for preparing the University’s annual budgets, liaising with Departments and conducting on-going reviews and updates.
* Assist in internal audit planning, prepare audit programs and perform audits.

MAJOR RESPONSIBILITIES
Budget Development
* Prepare the University detailed budget for each operating year.
* Answer inquiries from applicable stakeholders and provide timely and accurate information.
* Process budget adjustments as required.
* Provide leadership and training on budgeting processes.
* Assist in preparation of quarterly forecasts and initiate communication with applicable Department Heads or Financial Analysts to inform them of budget issues impacting their portfolios.
* Analyze and explain significant variances to budget.

Internal Audit
* Assist in the planning of internal audits for the University.
* Develop audit programs for internal audit engagements.
* Perform detailed audit testing for internal audit engagements.

Hiring
* Review all job postings to ensure adequate budget is in place and coding and PCN’s used appropriately.
* Liaise with PRR initiators and communicate with HR to resolve issues.
* Reconcile existing on-going budgeted positions to Human Resources and Payroll.Track position control number system.
* Develop methods to track and report exceptions and errors.
* Control duplication of position control numbers, hirings occurring without position control numbers, regrading occurring without increase to budget, etc.

Reconciliation
* Compare payroll and budget data, identify errors and exceptions.
* Follow-up on errors and ensure solutions are found.
* Benefit rate reconciliation.
* Ensure applicable benefit rates are budgeted and applied to all employee classes.

REQUIRED KNOWLEDGE/SKILLS
* Degree plus Accounting designation (will consider candidates close to completion of designation).
* 2 years’ experience in budgeting and/or auditing with a post-secondary institution will be considered an asset.
* Superior Microsoft Excel skills.
* Competent multi-tasker.Effective communication skills, both written and face-to-face.
* Demonstrated tact and good judgment.
