PAJER – Parlement des Jeunes Rwandais
PAJER, founded in 2000, is a local Kigali based NGO working with community
based groups across Rwanda, on the development of youth empowerment and
activities, business development and micro finance activities and humanitarian
activities in Refugee Camps.
PAJER have recently entered into a new partnership with CHF to deliver the
USAID funded Higa Ubeho Programme in Musanze and Ngoma. The program aims to
support some of Rwanda’s most vulnerable households by –increasing their access
to health and social services and providing economic, nutritional and
educational support. Key to the programme will be developing Savings and
Lending Schemes, Farmer Field Schools and Nutritional advice through Positive
Deviance Hearth Groups.
This recruitment programme is still subject to final grant approval
USAID Higa Ubeho – Evaluation
and Monitoring Officer
Duties and Responsibilities:
• To set up and manage appropriate Monitoring and Evaluation systems at the
USAID Higa Ubeho Offices in Musanze and Ugoma.
• To undertake initial training on M&E methodology and procedures and as
and when requested and ensure that the approved procedures are adhered to as
determined by CHF and USAID
• To prepare methodology to collate appropriate M&E information from Field
Officers, other partners and beneficiaries
• To prepare monthly, quarterly and annual monitoring and evaluation reports
for the USAID Higa Ubeho Programme.
• To work with the Global CHF M&E Team to instigate and conduct a baseline
survey of beneficiaries to determine their current status, access to services
and socio/economic standing.
• To repeat the base line survey at the end of the Programme to determine the
Programme impact and outcomes.
• To work with Global Communities to develop creative and innovative
methodology to determine the qualitative impact of the Programme.
Qualifications and
experience:
• Bachelor´s Degree in statistics or a management related field with strong
computer skills and understanding of statistical analysis.
• Strong communication skills in French, English and Kinyarwanda
• Three year´s experience with performance monitoring
