TERMS
OF REFERENCE ONE: Technical assessment of soy processing business
Oxfam
 needs consultant to review the enterprise’s processing procedures and
issue recommendations to help factory operate efficiently and at a larger
scale, while assuring quality products. 
  1. Background
    and rationale:
Oxfam’s
Sustainable Livelihoods Programme aims to help thousands of marginalized
small farmers and small businesses through inclusive market systems that
generate income and job opportunities especially for women and youth. As part
of a global initiative called the Enterprise Development Programme (EDP),
Oxfam supports and invests in small rural businesses to help them grow and
become commercially viable.
Oxfam
is working with a small business whose plant transforms soybeans into various
products including flour, tofu and drinks. The enterprise sources its products
locally, creating income opportunities for hundreds of smallholder farmers
The
main output of this assignment will be
  • Review
    current processing lines and procedures and machineries and provide
    recommendations   in order to improve performance for the
    factory management and quality assurance.
  • Example
    of  activities will include :
    • Field
      visit to the factory and review current manufacturing operations
      taking place during the processing of all companies products in the plant
      from reception to storage of finished products. 
    • Design
      of basic flowcharts for every product, identifying capacity
      available, demonstrate existing gaps and propose recommendations that
      will enable the enterprise to overcome the processing challenges to
      improve its efficiency. It is key to advise how processes will comply
      with quality and safety requirements; and to refer to storage capacity at
      each stage. 
    • Propose
      the adequate machinery to upgrade the processing lines (both flour
      and milk). This will provide various scenarios with different levels of
      investment to be proposed.  For machines recommended at different
      scenarios, specific model and supplier will be proposed. Suppliers will
      be contacted and estimated prices and delivery date checked. Three quotes
      will be provided, so that Oxfam and enterprise can start its procurement
      processes.
    • Assess
      the skill levels of management and workforce and make recommendations on
      training and recruitment needs
TERMS
OF REFERENCE TWO: Business development support – agricultural processing
enterprises
The
main purpose of the enterprise is twofold: to assist Oxfam in the review of new
potential businesses, and support them in the design of their business plans;
and to assist existing businesses around the implementation of their
operations, in particular assisting financial management and reporting capacity,
potentially around implementation of marketing plans.
