INTRODUCTION.
NUDOR is a National Union of the Disability Organizations of Rwanda
established as a civil society organization .Through its activities; NUDOR aims
to ensure that the practical needs of persons with disabilities at

personal and
institutional levels are fully addressed with an emphasis on empowerment. There
is a need of regular follow up on ho NUDOR is performing in line with its
objectives. A monitoring and evaluation Officer is needed to fulfil these
responsibilities.

SUMMARY OF
RESPONSIBILITIES
Reporting to the Executive Secretary, the Monitoring &
Evaluation Officer will be responsible for the measurement, monitoring and
evaluation of all projects and programs undertaken by the NUDOR.  He or she will ensure that there is
consistency in the objectives and success indicators of projects/ programs and
will spearhead the development and timely delivery of relevant reports against
outcomes.
KEY RESPONSABILITIES
·        
Identify information requirements of components concerning
planning, monitoring and evaluation
·        
Develop and Implement the project monitoring and evaluation
strategy, and recommend any possible changes based on the lessons learned at
national or local level;
·        
Monitor and report on the performance of the programs and suggest
measures to improve the monitoring system;
·        
Set up operational arrangements for collecting, analyzing, and
reporting project data, and for investing in capacity building, to sustain the
Monitoring and Evaluation function;
·        
Work closely with the project managers in order to ensure that the
results of monitoring and evaluation in the field are efficient and effective;
·        
Assess within NUDOR Secretariat and NUDOR MOs training needs
relevant to monitoring, evaluation and management information systems and
provide, if required, training to local stakeholders in all institutional
strengthening and capacity;
·        
Assist the Executive Secretary in preparing periodic reports on
the activities, schedule, and financial status of all project components in a
standard reporting format as required by the NUDOR Governing Board and the
Donors;
·         Develop and implement NUDOR
M&E plan taking into consideration the current strategic plan;
·         Support the programme / projects
staffs, in developing and implementing specific M&E plan and related data
collection tools;
·         Support the programme / projects
staffs to ensure the collection , gather and analysis timely quality data for
their specific interventions;
·         Support the programme / projects
staffs in initiating corrective measures depending on the collected performance
indicators / data.
CORE COMPETENCIES
·         Strong experience
with data collection, management, analysis and report production.
·         Experience and
capacity in institutionalizing M&E systems and standards.
·        
Excellent computer skills including Microsoft Office, including
knowledge of common statistical software packages, relational database systems
and basic information on website information posting.
·         Sound knowledge of
disability environment
·        
Spoken and strong writing skills to prepare reports, promotional
materials and oral presentation. Fluent in English. Ability to communicate in
French is an added value.
·         Proven ability to
work effectively in a team environment with both technical and non-technical
staff.
·         Good team working
skills  AND Effective networking skills
·         Excellent
inter-personal and inter-cultural skills; excellent training and M&E
capacity building skills.
EDUCATION/
EXPERIENCE/ CREDENTIALS
·        
Bachelor’s or Master’s Degree in Economics, management and project
management and Public Policy;
·        
Minimum 3 years of relevant professional experience in
project/program management, project monitoring and evaluation and  relevant connected fields;
·        
Good knowledge of NGOs and other local development agencies will
be considered as an asset;
·         Familiarity with
contractual financing procedures;
·         Good communication
and social skills;
·         Computer skills
(Word, Excel, Access) and MIS systems;
