helping to create a safer and more dignified life for refugees and internally
displaced people. NRC advocates for the rights of displaced populations and
offers assistance within the shelter, education, emergency food security, legal
assistance, and water, sanitation and hygiene sectors.

About NRC Project:
Norwegian Refugee Council (NRC) has
been implementing projects for internally displaced persons and Refugees in
Northern Uganda and West Nile respectively, since 1997. Having smoothly
phased-out these projects, NRC is currently making all the necessary
preparations to begin new interventions in Education and Food Security to
support efforts of the Government of Uganda and UNHCR in helping South Sudanese
Refugees in West Nile, mainly in Adjumani and Arua districts. NRC has
established its office in Adjumani/Parkelle to support its project activities
and liaise with Government, UN and implementing partners operating in Adjumani
and Arua refugee settlements.
Job Summary: The
Area Manager will take lead and oversee NRC’s activities in the designated
geographical area. The Area Manager shall represent and attend to NRC’s
interests in the area.
Key Duties and
Responsibilities: 
  • Responsible for the Core
    Competencies activities, field offices and staff within the specific area,
    including the Area Management Team (AMT)
  • In charge of the development
    and execution of the strategy for the area
  • Ensure adherence to NRC
    policies and donor requirements
  • Responsible for managing
    emergency response capacity in the area
  • In charge of safety and
    security of staff
  • Area level advocacy
  • External representation,
    coordination and relationship building
  • Responsible for shared resource
    allocation
  • Implementation of policies and
    procedures
  • Learning, training and
    development of staff
  • Carry out all initial start up
    activities, including follow ups with the NGO Board of Uganda, Ministry of
    Internal Affairs and the Office of the Prime Minister
  • Organize start up meetings with
    UNHCR and other partners in the operational area
  • Set up the offices in the
    operational Areas
  • Develop close cooperation with
    the target group and natinal authorities
  • Develop relevant programmes for
    the case load
  • In charge of recruiting staff
    for the programme
  • Preparation and submission of
    required reports to the Regional Director, donors and authorities
  • Staying updated on all relevant
    political and policy issues related to the country and the region
Qualifications, Skills and
Experience: 
  • The candidate should hold
    relevant education, preferably in management, social sciences or
    international development
  • At least three years’
    experience from working as a Senior Project Manager in a
    humanitarian/recovery context
  • Previous experience from
    working in complex contexts
  • Documented results related to
    the position’s responsibilities
  • Detailed knowledge about own
    leadership skills/profile
  • Fluency in English, both
    written and verbal
  • Solid field experience,
    preferably from refugee/IDP programmes
  • Past experience in capacity
    building and training
  • Skills and experience in staff
    management
  • Past exposure and experience of
    management of projects to deadlines
  • Prior experience in
    logistics/administration management
  • Significant experience of
    coordination and advocacy work
  • Proven management and programme
    development experience
  • Solid experience from
    development of proposals, budgets and reports
