The
Public Policy Information, Monitoring and Advocacy (PPIMA) project is a civil
society support project aimed at strengthening the engagement of Rwandan civil
society organizations (CSOs) and citizens in public pol
Public Policy Information, Monitoring and Advocacy (PPIMA) project is a civil
society support project aimed at strengthening the engagement of Rwandan civil
society organizations (CSOs) and citizens in public pol
icy affairs. PPIMA is
coordinated by Norwegian Peoples Aid (NPA) working in collaboration with 15
civil society partners, and funded by the Swedish International Development
Cooperation Agency (Sida) and the British Department for International
Development (DFID). The project started in August 2009 and is now in its third
phase. Eight civil society partners are undertaking various policy initiatives
at the national level whereas seven other partners are working in 8 Districts
to engage citizens in dialogue with local service providers and authorities.
They implement the Community Scorecard process as well as a variety of other
initiatives including District Dialogue Forums (DDF), radio call-ins, and
operation of Access to Justice and Information Centres (AJIC’s).
Objective
The
objective of this terms of reference is to support the PPIMA project to develop
stronger, better integrated learning, information management and communication
systems. The consultant will be expected to work closely with NPA and civil
society partners to identify and put into action measures that can maximize the
programme’s ability to learn from its implementation experience and data
collection activities and use this information to advance its objectives. The
consultant will work closely with the PPIMA team and partners to deliver these
measures.

is expected that this assignment will entail up to forty (40) days of input
from the consultant, between March and July 2018. Delivery of this TOR will be
undertaken over the course of a series of extended visits to PPIMA.
