Background:
The PPIMA Project
The
Public Policy Information, Monitoring and Advocacy (PPIMA) project is a civil
society support project aimed at strengthening the engagement of Rwandan civil
society organizations (CSOs) and citizens in public pol

icy affairs. PPIMA is
coordinated by Norwegian Peoples Aid (NPA) working in collaboration with 15
civil society partners, and funded by the Swedish International Development
Cooperation Agency (Sida) and the British Department for International
Development (DFID). The project started in August 2009 and is now in its third
phase. Eight civil society partners are undertaking various policy initiatives
at the national level whereas seven other partners are working in 8 Districts
to engage citizens in dialogue with local service providers and authorities.
They implement the Community Scorecard process as well as a variety of other
initiatives including District Dialogue Forums (DDF), radio call-ins, and
operation of Access to Justice and Information Centres (AJIC’s).

Objective
The
objective of this terms of reference is to support the PPIMA project to develop
stronger, better integrated learning, information management and communication
systems. The consultant will be expected to work closely with NPA and civil
society partners to identify and put into action measures that can maximize the
programme’s ability to learn from its implementation experience and data
collection activities and use this information to advance its objectives. The
consultant will work closely with the PPIMA team and partners to deliver these
measures.
Scope
of Work
The
consultant will be expected to:

Closely support the PPIMA team and its partners to review its monitoring and
learning systems, focusing on building capabilities for using data as a
resource for internal and external learning mechanisms
·
Work with senior management to foster a culture of learning and adaptation
within the programme
·
Review data generated by partners across PPIMA and identify approaches to
streamline, simplify and make more effective the data collection processes used
by the programme
·
Strengthen the programme’s capacity to use data to produce higher level outcome
results on influencing Government policymaking through citizen action, and
communicate these results to appropriate stakeholders
·
Advise on approaches to capture and communicate PPIMA impact more strategically
and creatively
·
Facilitate reflection on the new Community Scorecard (CSC) model in Government
Created Spaces – looking together at what we have observed in the pilot phase,
how to adapt to those observations / lessons – and what those lessons
contribute to envisioning the future of PPIMA
Deliverables
·
Initial recommendations on improving monitoring, learning, information
management and communications within PPIMA and amongst its partners, to be
agreed with NPA / PPIMA Steering Committee following an internal review
·
Work plan for applying recommendations into PPIMA and partner implementation
·
Technical support to the training / workshop facilitation elements agreed in
the workplan
·
Final report on progress and next steps for PPIMA
Inputs
& Timespan
It
is expected that this assignment will entail up to forty (40) days of input
from the consultant, between March and July 2018. Delivery of this TOR will be
undertaken over the course of a series of extended visits to PPIMA.
Profile
of Required Expertise
·
Strong experience working with programme teams and civil society organisations
in a variety of settings on issues related to governance and participation,
ideally in East Africa
·
Strong expertise in the development and implementation of monitoring and
learning systems, particularly those using both quantitative and qualitative
data generated from different sources
·
Expertise in the development, articulation and revision of Theories of Change
·
Expertise in different approaches to data communication, particularly with a
focus on Government policymaking
·
Expertise in the outcome mapping approach, interrelated with logframe use
·
Expertise in facilitation of collaborative learning amongst civil society
actors
