Gender Advocacy Officer
Main
Function:
The Gender Advocacy
Officer position aims at supporting integration of a gender perspective in all
NPA’s programs and projects by ensuring that gender is mainstreamed and women’s
empowerment within NPA and among NPA Partners is strengthened.
She/he will provide
technical Support to all NPA projects /programs including supporting NPA’s
implementing partners in designing gender mainstreaming indicators.

Program Manager (PM)
General
Responsibilities:
-In close
cooperation with the PM, the Gender Advocacy Officer will be responsible for
developing and managing the gender component for the Norwegian People’s Aid’s
and its Civil Society partners.
-Provide technical assistance to both NPA staff and partners to mainstream
gender in implementation of activities.
-Compile and analyze gender related data for learning and development purposes
to inform planning and reporting.
Detailed
Responsibilities:
-Support preparation
and dissemination of information related to gender issues that are relevant to
NPA and NPA’s partners.
-Support the monitoring, evaluation and reporting on gender mainstreaming by
ensuring the collection of relevant baseline information and formulation of
indicators that are sensitive to gender.
-Ensuring the inclusion of the analysis above in the formulation and
implementation of project and program activities and strategies aimed at
promoting gender equity and women’s empowerment.
-Advise on allocation of project and program budgets for gender mainstreaming.
-Conduct regular monitoring visits to project sites and recommend any necessary
adjustments, also where feasible participate in impact assessments and project
evaluations to assess the extent to which gender results were achieved.
-Identifying training needs and organize trainings in gender mainstreaming
-Develop and implement a strategy that advance women’s participation in public
sphere especially in politics.
-Carrying out a gender analysis for NPA-Rwanda and recommending the necessary
adjustments for enhancing the work of gender equality and women empowerment.
-Identify gender capacity needs in NPA-Rwanda staff and facilitate in filling
these needs.
-Review NPA’s documents to ensure that are gender sensitive
Qualifications:
-Masters Degree in
Gender and Development, Public Policy and Administration with a focus on
gender, and/or any other related fields.
-More than 4 year’s proven and progressive experience working on gender
equality and women empowerment issues.
-Strong understanding of the Rwandan public policy context
-Strong experience and knowledge of civil society sector in Rwanda.
-Experience and knowledge of regional and international policy issues relevant
to civil society
-Fluency in English and Kinyarwanda. French is an added advantage.
-Excellent Communicator orally and in writing.
-Innovative, self-driven and team player
-Interpersonal skills, with experience of working in multicultural contexts
