effectively in the country’s 2004, 2005, 2009 and 2010 elections. NDI has also implemented programs to strengthen political processes in the National Assembly.
Since 2006, NDI has been conducting programs to assist the country’s provincial councils, strengthening the capacity of local government to address citizen needs and function effectively in the country’s development processes. Through this work, the Institute provides comprehensive training on monitoring and evaluation, facilitate site visits to development projects, and help councilors to engage government executives and international institutions on local development processes. This work is implemented through NDI’s seven regional offices in Afghanistan – in Balkh, Herat, Kandahar, Khost, Kunduz and Nangarhar as well as its primary office in Kabul.
In addition, NDI is implementing programs to strengthen political party development, assist parties in conducting citizen outreach on the policy development process, and support women’s participation in the country’s political processes. The Institute is also assisting the Free and Fair Elections Foundation of Afghanistan, the country’s principal domestic monitoring organization, in monitoring the work of parliament and promoting electoral reform.
Required Skills
• Oversee the implementation of NDI’s programs in Afghanistan
• Provide day-to-day management of national and international staff
• Establish and maintain working relationships with Afghan government officials, political parties , election authorities, domestic monitoring groups, women’s groups and civil society organizations
• Report on political developments in Afghanistan that may affect program outcomes to the Washington, DC-based staff on a regular basis
• Manage the development, review and timely submission of program-related materials, including regular reports that measure and evaluate program progress
• Coordinate with domestic and international organizations on the implementation of complementary programming
• Represent NDI to Afghan government officials, political party leaders, donors, and local and international non-governmental organizations
• Assist in identifying and securing additional funding for NDI programs
• Work closely with NDI Afghanistan’s Security and Operations personnel to assess and coordinate appropriate security measures for the Institute’s program operations across Afghanistan
• Oversee the in-country budget, financial management, and the submission of a monthly financial reconciliation to the Washington, D.C. office.
• Ensure programmatic goals are achieved and adhere to operational and reporting requirements. Adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders
• Build the capacity of NDI staff to play a substantive role in program development and implementation.
Experience Required
• At least 20 years of experience in support of political party development, democratic governance (preferably with national legislatures or local governments) and civil society organizations
• Undergraduate degree in a field of study related to international development; graduate degree in political science , international relations, public policy, law, or related field preferred
• Ability to live and work in a challenging political and economic environment; prior experience in conflict or post-conflict settings strongly preferred
• Experience in program management, results-oriented program design, strategic planning, and program evaluation
• Demonstrated ability to work effectively with senior political leaders , as well as members of the donor and diplomatic community
• Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy-makers
• Proven capacity to meet program goals while managing financial, administrative, and security responsibilities
• Sound political and negotiation skills, and extensive experience in working on political issues
• Superior oral and written communications skills to effectively present information in a clear and persuasive manner in English
• Exceptional analytical skills for interpreting complex program and political issues
• Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders
• Experience in implementing large USAID-funded international development programs
• Working knowledge of PC-based word processing and spreadsheet applications.
