The National Union
of the Disability Organizations of Rwanda (NUDOR) is. NUDOR is a permanent
organization that was established as a civil society organization since
September 2010 by 8 National organizations of Persons with Disabilities.
Through its activities, it aims to ensure that the practical needs of persons
with disabilities at personal and institutional levels are fully addressed with
a bias on empowerment. NUDOR aims to ensure that People with disabilities are
benefiting from capacity building for self engagement, provision of assistive
devices, facilitation of trainings, alleviation of poverty strategies through
facilitation of self and formal employment and general improvement of their
standards of life.

recruit a “Projects Officer” to support the Executive Secretary in Projects
implementation, monitoring and reporting to NPA.
1. Job Summary
The primary
responsibility of the Projects Officer is to lead the effective implementation
of the NUDOR /NPA Project, according to their implementation plan, and
deliver the milestones and performance targets agreed between NUDOR and the
partner, within the specified time frame and budget<s>.</s> It will
require practical experiences as Project Officer in line of policies
formulation, laws analysis, effective communication, negotiation and
networking. The Project officer will work under the supervision of the NUDOR
Executive Secretary.
2. Key
Responsibilities
- Lead
the development and validation of detailed project plans that will deliver
the project’s targets. - Ensure
quality and timely implementation of activities, following those plans. - Lead
the preparation and facilitate implementation of all major M & E
events and research activities such as baseline, midterm
review and end of projects evaluation, impact assessment etc; - Lead
the collection and documentation of lessons learnt, documentaries, success
stories; - Ensure
timely and quality documentation and reporting of the different
NUDOR projects interventions as per the requirements of the partners
and NUDOR reporting schedule - Participate
in wider organizational planning and review work, as and where
appropriate. - Support
NUDOR Executive Secretary in the preparation and submission of concept
notes and full proposals. - Lead
the law and policies analysis for advocacy purposes. - ·
Develop and deliver NUDOR’s advocacy strategy at district and national
level - Develop
NUDOR’s policy positions and messages based on evidence and research and
present these to stakeholders. - Identification
of appropriate channels for advocacy. - Liaise
with and build influential relationships with Ministries, Government
institutions, Councils, Districts, - Monitor
disability issues at national level by keeping abreast of government
policy making and identify opportunities to influence these processes
where relevant to persons with disabilities. - Develop
and implement the research agenda and facilitate research on behalf of
NUDOR which will form the basis of strategic advocacy - Provide
technical support to member organizations in advocacy and polices/laws
analysis - Involve
member organizations in advocacy at national, and district levels. - Organization
of events as appropriate
3. Skills
- Strong
leadership , laws analysis, managerial and administrative skills - Operational
decision making and Excellent reports writing skills - Good
verbal and written communication, presentation and facilitation
skills - Good
analytical and negotiation skills and Knowledge of projects
planning, management, monitoring and budgeting - Strong
knowledge and experience in the use of the various M&E tools - Ability
to work positively with the range of individuals involved in the program - Good
understanding of a partnership approach to development - Self
motivated with proven ability to take the initiative - Flexible
, adaptable and able to prioritize tasks and work to deadlines - Fluent
in both English and French (spoken & written)
4. Requirements/
Qualifications
The Projects Officer
must fulfill the following requirements:
- Rwanda
Nationality - A
Bachelor’s Degree in laws, Management, Planning, Business
Administration, development studies; - Minimum
of 3 years working experience in law analysis and project management
- Facilitation
skills including previous experience designing and delivering capacity
building and advocacy training programs for local NGOs &
CBOs - A good
understanding of budgeting procedures and strong financial management
skills - Analytical
skills and decision making ability even in complex and sensitive
situations - Proven
ability to produce results within tight deadlines and in a very busy
environment - Fully
computer literate and familiar with main Microsoft Office tools ( Internet,
Power Point, Word, Excel and outlook)
