1. Head of the National Science, Research and Innovation Program
Development Department
Development Department
Main purpose of the job
Coordinate and manage the department of national science, research and
innovation program development

Major responsibilities
- Based on NCST plan of actions, coordinate and
manage the planning and execution of the activities of the department of
science, research and innovation program development
- Conduct regular monitoring of activities and
performance of the pool of four analysts working in the department of
science, research and innovation program development;
- Carry out a regular review of draft reports
and studies produced by the pool of four analysts working in the
department of science, research and innovation program development, and
ensure their accuracy as well as their high quality standard;
- Put in place mechanisms which ensure that the
activities of the department have SMART goals which are aligned with
Vision 2020 and EDPRS targets;
- Ensure that the activities of the department
and the allocated resources are management according to LEAN management
best practices;
- Establish an efficient and robust reporting
mechanism within the department;
- Work on other duties assigned by the NCST
Director General, in collaboration with permanent and/or on-contract
staffs of NCST’s Pool of Science and Technology Analysts;
- Report to NCST Director General
Summary of Job requirements, qualifications, experience
- At least Master’s Degree or Equivalent in
Applied Sciences, Physics, Chemistry and Biomedical Engineering, Pharmacy,
Environmental Sciences, Electrical Engineering, Mechanical Engineering,
Oils and Gas Technologies, Biotechnology, Biology, Industrial Economics,
Geo-Economics, Environment Economics, Agro-Processing, Computing and
Information Theory, Applied Mathematics, Econometrics, Biostatistics,
Operational Research, or any other relevant fields, with 4 years of
experience;
- Proven experience in science, technology, and
R&D programs coordination and management is needed;
- Additional experience in strategic planning,
development program monitoring and evaluation are highly preferred;
- Proficient knowledge in using information
technology tools such as data processing and knowledge management tools as
well as Microsoft office suites is needed;
- Strong analytical and leadership skills with
the ability to conduct meeting and work in group are required;
- Proficiency in both written and spoken English
is required.

2. National Science, Research and Innovation Program Monitoring and
Evaluation Analysts

Analyze, monitor and evaluate national science, research and innovation
programs

Major responsibilities
- Carry out regular and systematic mapping and
analysis of national science, research and innovation programs and propose
strategies and plans to ensure that they are well-coordinated and aligned
to national agenda such as Vision 2020 and EDPRS
- Establish an efficient and robust monitoring
and evaluation system of national science, research and innovation
programs and assess their impact on the achievement of Vision 2020 and
EDPRS goals and targets,
- Conduct regular review of existing national
science, research and innovation programs to identify new initiatives that
may be useful for national economic transformation;
- In close collaboration with relevant
stakeholders, analyze how the implementation of national science,
research, and innovation programs is achieved based on clearly defined
indicators;
- Monitor the performance of Rwanda in
streamlining national science, research and innovation into national
development agenda using international science, technology and innovation
indices such as IDI, GERD etc.
- Conduct on a regular basis, an assessment of
the status of the implementation of the national science, research and
innovation technology policy objectives;
- Manage and update a database of information on
science, research and innovation. Use such a database to elaborate an
achievements matrix for annual reporting on the state of science and
technology;
- Carry out regular analysis of the nature and
effective use of national resources and infrastructure in order to support
science and technology as well as their innovative use in a sustainable
manner;
- Advise on efficient management of resources
and funding strategies for national science, technology, research and
innovation development
- Work on other duties assigned by the NCST’s
Director General, in collaboration with permanent and/or on-contract
staffs of NCST’s Pool of Science and Technology Analysts;
- Report to the head of the department of
national science, research and innovation program development.

- At least a Master’s in a quantitative fields
preferred computing and information / knowledge system management and
theory, applied statistics, applied mathematics, econometrics,
biostatistics, operational research, or industrial / electrical
engineering with advanced knowledge in mathematical modeling and
simulation, with a minimum of 2 years of practical experience and
post-academic studies project experience;
- Proven knowledge in science and R&D planning
and implementation is required;
- Additional knowledge in ISO Certification
System Total Quality Management (TQM), LEAN management, sustainable
development program planning as well as in business process engineering is
also preferred;
- Further experience in science, technology and
innovation for development program management is preferred;
- Strong analytical and leadership skills with
the ability to conduct meeting and work in group are needed;
- Sound communication skills and capacity to
