The National Capacity Building Secretariat NCBS was established under
Prime Ministers Order No. I I57his/03 of 2.1105/2013 published in the Official
Gazette no 25 of 24.06/2013 that has the Single Project
Implementation Unit (SPIV) as one oldie Units

The mandate of NCBS includes: (1) to manage the national rapacity
building hind and carry out implementation oversight of other capacity building
pooled fund, in the sectors; (2) to coordinate and monitor till capacity
building Interventions in the Piddle Sector and Private Sector 3) to mobilize
resources required for implementation of Capacity building initiatives in the
public and private sector: (4) to develop and disseminate capacity building
tools, templates and user guides referenced on global best practices: (5) to
provide technical support to Public organs to conduct their capacity needs
assessments and provide quality assurance of their capacity building
strategies, plans and budgets; (6) to establish, update and disseminate a
national data base of skills available and skills required; (7) to coordinate
knowledge transfer process and implement internship programs: (8) to coordinate
continuing professional development with regard to area skills-upgrading
programs, (Y) to monitor progress, assess impact and value for money of
capacity building activities across the public and private sector; (10) to
cooperate and collaborate with other regional and international institutions
having similar responsibilities; and (11) to prepare and disseminate an annual
report on the state of capacity in priority sectors.

The NCBS established a Single Project Implementation Unit (SPIU) in
line with Government Policy of reducing transaction costs and leveraging
services in the project implementation processes. The SPIU is strategically
positioned in NCBS to manage the ongoing and planned, as well as future
projects to be identified in the course of translating strategic capacity
building initiatives into development results. The SPIU shall also serve as a
repository of knowledge on lessons of experience accumulated in the course of
implementing and closing completed projects.

The first cohort of projects implemented under the auspices of the SPIU
include Strategic Capacity Building Initiative (SCBI) funded by the World Bank
and UNDP; Support to Strategic Approach to Capacity Building Project funded by
Belgian Government through BTC; the Strategy and Policy Development Project
that was funded by AfDB; Transformational Capacity Development for the
Implementation and Coordination of Government Policies and Programmes Project
funded by UNDP; Capacity Building Project for Food Security funded by Dutch
Government; Human and Institutional Capacity Development Project funded and
managed by USAID, but technical oversight and partnership with NCBS; Governance
for Competitiveness Technical Assistance Project funded by the World Bank —
managed directly by MINICOM but has a component supporting NCBS including local
experts and technical assistance.

SPIU shall also coordinate other NCBS partnership arrangements through
the Ministry of Foreign Affairs (MINAFET) with JICA; KOICA, and with
Governments like, but not limited to India, Malaysia, Japan and China that have
support for targeted skill development initiatives.

In this regard, NCBS intends to recruit qualified and competent candidates
for the following, positions to be supported under the transformational
Capacity Development for the Implementation and Coordination of Government
Policies and Programmes Project’ funded by UNDP:

POSITION: COORDINATOR, STATEGIC CAPACITY BUILDING INITIATIVE

Shall he reporting to the SPIV Coordinator Scope of Work

  • Taking lead responsibility for managing the
    operations of the SCBI
  • Take responsibility of the overall operations
    of the SCBI in line with the SCBI implementation strategy to ensure
    delivery of key milestones on time and on budget.
  • Ensure proper development, updating and
    timely implementation of the SCBI implementation strategy
  • Manage and supervise the SCBI operations in
    close collaboration with cluster &experts specialists
  • Ensure regular Monitoring and Evaluation of
    SCBI activities so that the initiative is delivering clear results based
    on robust data Make recommendations on spending of SCBI resources, and
    suggestions for reallocation based on any over or under spends to ensure
    adequate use of resources
  • Provide regular quarterly updates to the
    PSCBS management and others as requested Leading positive and productive
    relations with client institutions to support delivery
  • Liaise with the cluster specialists to ensure
    effective partnership with client institutions Facilitate full ownership
    of roles and responsibilities within client institutions including working
    relations between SCBI expert staff in PSCBS technical units and the SCBI
    beneficiary institutions, fostering a sense of ownership by client
    institutions and installing a strong client-orientation by PSCBS staff
    aimed at effective implementation of activities
  • Providing briefing and support to the
    Executive Secretary in her senior level engagement with client
    institutions
  • Managing the wider SCBI stakeholder
    relationships effectively
  • Work with government and donor partners
    proactively to identify future areas for SCBI implementation
  • Share best practice with other institutions to
    promote lessons learnt from SCBI
  • Establish a good working relationship with
    SCBI Focal Points in client institutions Executing any other duties as
    assigned by management.

Required Profile of the Candidate

  • Highly competent, mature, experienced, and
    self-motivated person with integrity
  • Analytical, decisive, results oriented and
    innovative
  • Proactive with ability to take initiatives
  • Ability to work under pressure and
    effectively manage teams
  • Strong Managerial and supervisory skills,
    with ability to delegate and monitor performance Excellent computer,
    writing and communication skills
  • Conversant with overall project/ programme
    management procedures and practices especially of external financed (donor
    funded) projects

Required Qualifications and Experience

  • At least a Masters degree in either
    economics, Business               
    Administration. Development Studies. or Management
  • At least six (6) years relevant work
    experience in capacity building related assignments
  •  Ability to interpret project
    information and to identify and analyze problems with implementation.
  • Experience in development of Terms of
    Reference, managing, Consultants, Budget preparation and execution.
  • Strong communication and interpersonal
    skills.
  • Fluent in English and/or French, with a
    working knowledge of the other language.

POSITION: PROGRAMME MANAGER

Shall be reporting to the SPIU Coordinator

Scope of Work

  • Manage all project planning, budgeting,
    implementation, monitoring, reporting and evaluation processes
    particularly with respect to all Key Result Areas of the Transformational
    Capacity Development for the Implementation and Coordination of Government
    Policies and Programmes Project
  • Initiate action for identification and
    contracting the national experts/consultants. This includes drafting
    contracts and participation in drafting the Terms of Reference.
  • Ensure that appropriate procedures are
    established and implemented for the inspection and monitoring of the work
    of consultants so as to be able to certify that services arc
    satisfactorily accomplished in compliance with Terms of Reference and
    evaluate performance considering the different levels of responsibilities
    of the Project and synchronize key components to ensure the right results.
  • Ensure the completion of the procurement
    process and full compliance-with the National procurement guidelines.
  • Work with the SPIU Accountant to ensure
    timely and accurate financial planning and reporting for the project.
  • Ensure accurate documentation for the project
    is kept and remains available for reference of all stakeholders.

Required Profile of the Candidate

     project management
  • Ability to interpret project information and
    to identity and analyze problems with implementation.
  • Experience in development of terms of
    Reference, managing, Consultants, Budget preparation and execution.
  • Strong communication and interpersonal
    skills.
  • Fluent in English and/or French, with a
    working knowledge of the other language.

The deadline for applications is 13th January 2014 at 4 p.m.
No application shall be accepted beyond the stipulated date and time.
