The Ministry of
Health is seeking to recruit staff on the following positions: Contract
duration: I year renewable after evaluation
1.
Accountant – Terms of Reference
Assignments:
- Participate
in the accomplishment of the mission of the HRH Program Unit; - Participate
in the preparation of files before presenting them to the Authorities of
the Ministry for examination; - Implement
decisions taken by the Authorities of the Ministry in regard to duties
assigned to the Unit; - Prepare
documents related to financial transactions (undertakings, withdrawals and
payments); - Record
different financial transactions and keeping up-to-date different books of
account; - Prepare
a cash flow report on monthly, quarterly annual bases for each source of
funds; - Prepare
Annual Financial Statements;
Minimum
qualification and experience required:
- Bachelors’,
degree in Accounting, Finance, Management; - Rwandese
nationality - Have a
combined working experience of at least 5 years as Auditor, or Accountant; - Demonstrated
working experience with MoH central level units/institutions,
multilateral/bilateral agencies or internationally-recognized NG0s; - Being
familiar with USG financial management procedures highly recommended; - Oral
and formal writing skills in English highly required, - Computer
literate with proficient knowledge of EXCEL, POWER POINT, and research
engines; - Demonstrated
proficient knowledge of at least 2 accounting software used in public
institutions in Rwanda; - Able to
work with multiple stIkel9olders, with minimum or without supervision and
in a team.
2.
Position: Medical Advisor (1)
Responsibilities
include, but are not limited to:
Maintaining regular
communications among US physician faculty and allied health professionals,
National Rwanda Medical Association, Rwandan faculty, teaching hospitals, and
the Ministry of Health;
The
education/experience requirements for the job of Nurse Advisor include:
- National
Rwanda Medical Association, Rwandan faculty, teaching hospitals, and the
Ministry of Health; - Working
with the Physician and Allied professionals Sub-committee of HRH Program
to implement decisions made by that governance structure. Organizing all
documents needed for the subcommittee meetings as needed; - Monitoring
clinical placements and twinning assignments to insure optimal level of
clinical teaching for Physician and Allied professionals; - Advising
the MoH on the progress of the HRH Physician and Allied professionals
program and any challenges needing MoH attention; - Communicating
with US Academic Consortium schools on the status of the program and
future recruitment needs; - Coordinating
the activities of US faculty specialty leads to ensure excellent
communication and collaboration among work streams; - Working
closely Schools related to Physician and Allied professionals education to
develop a health high education office and ensure coordination of the
specialty programs for Physician and Allied professionals, and schedules
among all participating Rwandan placement sites of US faculty; - Contributing
to the development of national policies on Physician and Allied
professionals specialty curricula and accreditation of medical education
programs; - Monitoring
and reporting on the numbers of students enrolled and graduating from each
Physician and Allied professionals specialty program; - The
education/experience requirements for the job of Medical Advisor include: - Hold a
Master’s degree in Medical education or Public health with three to five
years of relevant professional experience in education; - Exceptional
diplomatic and interpersonal skills, and ability to build relationships - High
education experience - Knowledge
of internationally recognized standards for health educational processes; - Management
experience in a clinical or educational setting;

3.
Position: Nurse Advisor (1)
Responsibilities
include, but are not limited to:
- Working
with the National Unit of Nursing and Midwifery to develop national policy
(e.g., licensure, professional practice standards, certification in
specialty areas of advanced practice) to regulate nursing and midwifery
practice - Working
with Faculty of’ Nursing Sciences , the nursing schools, and the National
Department of Nursing and Midwifery to develop National policy on nursing
and midwifery curriculum approval and accreditation of nursing and
midwifery education programs - Working
collaboratively to integrate national standards and professional
regulation into management and leadership courses within nursing and
midwifery curricula - Monitor
regularly implementation of guidelines and standards at the FNS and the 5
schools as well as program taught and students recruitment and
accreditation status - Working
with the Nursing and Midwifery Sub-committee of HRH to implement decisions
made by that body
The
education/experience requirements for the job of Nurse Advisor include:
- Bachelor’s
degree in Nursing Education or other related field with teaching
experience and proven track record of teaching excellence; - Having
experience in teaching at an accredited college of nursing; academic
administration at the departmental or executive level is preferred - Expertise
in the pedagogy of nursing and midwifery educational processes - Management
experience in a clinical or educational setting - Former
position that included program and curriculum development is preferred - International
development experience is preferred but not required

4.
Position: Program Analyst (1)
Responsibilities:
Specific
responsibilities will include the following:
- In
collaboration with the program coordinator manage relationships with US
institutions involved in the Rwanda HRH consortium. Responsible for
interfacing with administration, legal, human resources, coordinators, and
faculty mentors; - Facilitate
recruitment of over 190 US faculty members to live and work in Rwanda for
the HRH program each year; - Assist
the coordinator in building direct communication channels between the
Ministry of Health staff and US schools; - Strengthen
recruitment and deployment systems of US faculty;
Qualifications:
- Rwandese
nationality - Hold a
Master’s in Law and other related area with relevant professional
experience in the health sector or Legal sector. - Public
sector experience, preferably in the context of developing countries - Ability
to work independently on complex projects and proactively manage projects
with minimal supervision - Excellent
organizational and problem solving skills - Be
fluent in English. - Strong
communication sills - Proficiency
in software, Microsoft Office Suite (Word, PowerPoint & Excel)
5.
Administrative Assistant – FOM (6)
Responsibilities:
- Coordinate
with the appropriate Department Heads of the Faculty of Medicine (EOM) and
serve as a liaison with Faculty of Medicine management in the development
of an annual academic calendar, teaching curriculum, with a calendar of
curricular topics and competencies, for each level of training on the
postgraduate program, to enable the program teaching team to prepare
appropriate lectures and teaching materials for the established
curriculum, - In
collaboration with Program Coordinators and Faculty Academic Secretary,
ensure that the program for academic activities is out in a timely and
orderly fashion. - Take
responsibility for arrangement of necessary teaching supplies, translation
and other logistics to maximize the effectiveness of each program teaching
team. - In
liaison with Faculty of Medicine technical staff, take responsibility for
all arrangements necessary for purchase of program supplies, educational
materials and equipment, as detailed in the annual – program/Faculty
budget.
Qualifications
- Degree
(AO) in Education, Public Administration or Management with at least two
years’ experience in related field. - Strong
computer skills especially in Excel, electronic communication and calendar
related tools - Evidence
of administrative and project coordination ability, including accounting
ability, with appropriate attention to detail - Capable
of effective interaction and communication with all levels of
administrative officials and personnel at the University, Teaching
Hospitals and other teaching sites; Ministry of Health, and with HRH
program coordinator and staff - Should
be fluent in English.
6.
Position: M&E Officer (1)
Responsibilities:
- Organize
monitoring and evaluation meetings with all stakeholders; - Participate
in the grant negotiation process (elaboration of proposal, gap analysis,
plan of action, operation plan, M&E plan and performance framework) by
providing any technical assistance/information required for the completion
of the process; - Identify
criteria and indicators for evaluating the HRH programs; - Identify
the impact of interventions and make recommendations; - Assess
the distribution of national stakeholders to ensure equity; - Develop
and update data collection tools containing both the criteria and
indicators for planning,
coordination, monitoring and evaluation of programs, activities or
research of each stakeholder; - Carry
out data quality activities - Exploit
and analyze data and avail them to partners and policy makers for
guidance; - Prepare
the action plan, budget and reports on his/her activity - Provide
plans and periodic reports to the HRH program coordinator - In
collaboration with the Program Monitor, collation of up to date scientific
literature on global HRH policies & program with development of
recommendations on how they can/ should be applied in Rwanda
The
education/experience requirements for the job of M&E officer include:
- AO in
Applied mathematics, statistics and Economics with relevant experience - 2 years
of experience in the health sector
Other
qualifications:
- Excellent
written and oral communication skills; - The
ability to work at a senior level, liaising directly with key internal and
external stakeholders; - Excellent
organizational and problem solving skills - Excellent
communication and interpersonal skills; - High
level IT skills, with extensive and advanced expertise in MS Excel, SPSS
and STATA; - Commitment
to the goals of the Rwanda Ministry of Health - English
skills required; French language skill preferred but not required.
