MININFRA Young Engineers Skills Development Program (YESDP) in Kigali, Rwanda

I. Background
context

The
ministry of infrastructure is a technical ministry with the mission of ensuring
sustainable infrastructure development covering five infrastructure
sub-sectors, namely Transport, Energy, Habitat, Meteorology as well as Water
supply and Sanitation and to

participate in economic growth initiative with a
view of enhancing the social well fare of the population.   Also,
provides coordination and oversight function to its agencies that include
energy, water and sanitation authority (EWSA), Rwanda transport development
agency (RTDA), Rwanda Housing Authority (RHA), ONATRACOM-Public Transport
Company & Rwanda Meteorology Agency (RMA). The ministry of Infrastructure
is specifically responsible for planning and policy development, proposing
national infrastructure development strategies, monitoring and evaluation of
implementation of policies, strategies, programs and projects.

One of the ministry’s core responsibility is to develop institutional  and
human resource capacities in order to enhance the existing institutional and
human capacities,adoption of  organisational and legal frameworks ,build
technical and managerial capacity in engineering ,transport ,energy development
,habitat and urbanisation ,water supply and sanitation and  meteorology.

II. Objective
of YESDP

The main
object of the Young Engineers Skills Development Program is to create substantial
number of skilled engineers to support infrastructure development both in
public and private sectors. Apparently the private sector like the public
sector lacks adequate number of skilled engineers to drive the national
infrastructure development agenda. Major works in road construction, energy
generation, researches and policy advice etc… are offered by international
experts.  The intention is not to limit foreign expertise which the
ministry still finds vital and necessary, but rather to facilitate young local
engineers fresh from the universities to learn from foreign expert engineers
and scientists hired to support both the ministry and its affiliate agencies
mentioned above.

Through
the program of  Young Engineers Skills Development Program (YESDP), the
ministry aims at attracting highly qualified and motivated young Engineers from
both within the country and Rwandans living abroad  to develop hands-on
skills through on –job- training skills development.  The young Engineers
selected to undergo this program must be committed to infrastructure
development in Rwanda, have demonstrated outstanding academic and professional
achievement, as well as effective team work and leadership
potential.    Through the YESDP, the ministry will develop 
skilled engineers  who will  work  for  both  public
and private sectors in different capacities as infrastructure  project
managers  and infrastructure  development policy advisers. With the
guidance and support from experienced engineers, the young engineers will be
given assignments on a rotational basis in different sub-sectors and agencies
of the ministry. 

The young
engineers will undergo on-the-job training that will prepare them for a
successful and rewarding career path upon completion of the Program. It may be
noted that completion of the Program does not guarantee a position within the
ministry. However, depending on the job category and the demands of available
job opportunity, individuals who will have successfully completed the program
may be given the first priority for full time job, but will have to go through
the standard recruitment process.
 

To this end, the Ministry of infrastructure   seeks committed young
graduate engineers in any of the engineering fields, which include among
others, Civil Engineering, Electrical -Mechanical Engineering, Urban planning
and Development and Energy development, Meteorology, R/way Engineering and
Architect and other related fields of study.  Also, the individual must be
willing to spend at least one year of his/her professional career working of
the ministry or its agency/s.

III. Eligibility
Requirements

The
following established eligibility requirements guide the recruitment of the
Young Engineers, and the ministry allows no exception from these requirements
for any candidate:
• Minimum of a Master’s degree or equivalent  in Civil Engineering,
Urban Planning and Development, Architect,   Road and High Way
Engineering, Railway Engineering  or any other related Engineering field/
Science discipline that is relevant to the ministry mission and core functions;
• Outstanding academic credentials, candidates will have to attach 
Master’s degree transcript(s )
• Rwanda nationals either at home or Living abroad;
• Demonstrated strong analytical skills, dynamism, results-orientation,
and problem-solving capability;
• Demonstrated commitment to development, field experience on the
continent and/or in other developing countries is an added advantage;
• Excellent written and verbal communication skills in English or French
with a knowledge of the other language;
• Must have no job currently and ready to take up the offer as soon as it
is available; 
• Must have little or no work experience
• Ability to work under pressure and tight deadlines.

IV. Program
duration

The
program duration is one year with a possibility of extension.  The
selected program participant will be expected to start as soon as he/she
receives notification letter to start the program.

V. Reporting
and accountability

Will work
under and report to the head of the sub-sector. 

VI. Work
Location

Candidates
must be physically fit and willing to work both in Kigali and outside Kigali in
places the ministry or its agencies have projects and activities.
