The Ministry of Finance and Economic Planning inspires to become a competent
and efficient Ministry that generates sound and visionary economic policies
that promotes best practices in strategic planning through hiring competent
workforce that will lead to the achievement of the Ministry’s mandate.

It is in line with the above that MINECOFIN intends to recruit best candidates
on the following positions:

Mobilization Expert (2)

Key Duties and
Responsibilities

Reporting to the Director of External Resource Mobilization Unit, the External
Resource Mobilization Expert will be responsible for:

• Carrying out multilateral aid negotiations, formulating a negotiating
position based on the Aid Policy Document;
• Assessing constraints on financing needs (debt sustainability, fiscal deficit
constraints) with all the multilateral donors;
• Organising external aid coordination (including organisation of joint
commissions) and meetings on harmonisation aid mobilisation instruments and
dialogue on sector strategies (cluster meetings) and at higher level DPCG and
DPM;
• Carrying out analysis for project and programme appraisals and
project/programme negotiations, and formulating a negotiating position with
particular focus on financing viability and appropriateness;
• Assessing constraints on financing needs and providing analysis as to
financing options and availability;
• Following up on donors project/programme portfolio in terms of ensuring fulfilment
of effective conditions for the 1st disbursement and ensuring that subsequent
disbursements are provided in line with Aid Policy and Procedure manual;
• Advise on the legal aspects of conventions and agreements to which MINECOFIN
is a party, including the interpretation of any provision of such instruments;
• Advise on all legal aspects pertaining to the implementation of any agreement
signed by MINECOFIN with multilateral and bilateral development partners;
• Assist in the negotiations for credit and grants extended to the Government
of Rwanda to finance the public programs or projects
• Prepare documentation and follow-up the process for project or program
ratification and effectiveness

Qualification and Experience
• Bachelors’ degree in Economics, Management, Business Administration,
Development studies, Finance and Law with at least 3 experience, having a
Master’s degree in the Above fields with 2 years experience in a reputable
organisation will be an added advantage;

Skills and Competencies
• Good planning and organization Skills
• Commitment to qualify and attention to detail Strong analytical, judgment and
decision making abilities; Strong experience in negotiation;
• Excellent oral and written communication skills;
• Strong planning and organizational skills;
• Ability to review documentation in detail and ensure compliance to
regulations;
• Ability to establish effective working relations with other units;
• Be result oriented and demonstrate integrity;
• Fluent in English knowledge of French will be an added advantage;
• Proficiency In MS Office suite of packages.
• Ability to work under pressure and respect deadlines
