The Government of
Rwanda (GoR) represented by the Ministry of Agriculture and Animal Resources
(MINAGRI) have received funding from the Belgian Development Agency BTC through
the Support to SPATII programme2/MINAGRI to strengthen the capacity of staffs
for Program2 and CICA. In order to facilitate implementation of those
institutions, the GoR intends to use part of these funds for the recruitment of
the following staff:
1.
Monitoring and Evaluation Specialist
i. Duties and
Responsibilities:
Under the
supervision of the Program 2 Manager of PSTA II, the Monitoring and Evaluation
Specialist will carry out the following:
- Carry out
Monitoring and Evaluation of Program 2 of PSTA II but also oversee and
supervise M&E activities under the program by implementing
institutions (RAB, CICA and districts when needed). Work closely with
M&E officers under other Programs in MINAGRI. - Produce
regularly updated data that can serve as basis for successful Monitoring
and Evaluation of Program r of PSTA II. - Support
and improve the operationalisation of the existing M&E system for the
program with, data gathering, data management and timely reporting. - Strategizing
the application of professional M&E tools, methods and approaches for
the successful M&E of project interventions at all levels - Preparing
M&E manuals and training to M&E/planning staff in MINAGRI Bodies
and local government entities. - Contributing
to the development of the Annual Work Plan, ensuring alignment with
program’s strategy, agreement on annual targets and inclusion of M&E
activities in the work plan. - Preparing
detailed M&E time-plan and budget annually and quarterly - Monitoring
the implementation of the program through review of progress reports and
adhoc relevant field visits. - Promoting
a results-based M & E approach at all levels of the implementation
process - Coordinating
the preparation of all M&E reports as required/requested by the
program management - Guiding
staff and executing partners in preparing their progress reports in
accordance with approved reporting formats and tithe schedule and ensuring
their timely submission. - Preparing
consolidated M&E reports for program management including
identification of problems causes of potential bottlenecks in program
implementation and providing specific recommendations for averting them as
often as required - Fostering
participatory planning and monitoring by training and involving primary
stakeholder groups in the M&E of activities. - Being
responsible for the follow-up of the implementation of M&E
recommendations that are approved by management and other-other related
task given by the management of program2.
ii.
Qualification and Experience
- M. Sc.
degree in Project Management, Agricultural Economics, or socio-economics
with at least one year experience in Monitoring and Evaluation for
projects or NGOs, with proven knowledge and experience in management of
finance. Or a Bachelor’s degree in Project Management, Business
Administration or Rural Development with at least 5years experience in
Monitoring and Evaluation for Projects or NGO. Working in Agriculture
sector would be an added advantage; - Skills
in analytical tools for multi-factorial analysis in a ‘learning-oriented
and participatory environment; - Computer
skills especially in at least 2 M&E software’s used by World Bank,
FAO, MINAGRI or any other known donor; - Willingness
to undertake regular field trips - Fluency
in spoken and written English and Kinyarwanda. (Knowing French would be an
advantage); - Capable
of working under pressure and meet deadlines for reports.
2.
Capitalization officer.
Under the
supervision of the CICA Coordinator, the Capitalization Officer will carry out
the following activities:
i. Duties and
Responsibilities:
Under the

Evaluation Specialist will carry out the following:
- Carry
out Monitoring and ‘Evaluation of Program 2 of PSTA II .but also oversee
