JOB ADVERTISEMENT
The Ministry of Agriculture and Animal Resources
would like to recruit staff for its Rural Feeder Roads Unit in the framework of
the EU funded feeder roads project. The project aims specifically at:
  • Strengthening MINAGRI, RTDA and 7 District
    Administrations (DAs) namely Ngoma, Bugesera, Huye, Muhanga, Ngororero,
    Rulindo and Rubavu to effectively support the feeder road rehabilitation
    and sustainable maintenance.
  • Providing technical support to RTDA and
    MINAGRI to develop feeder road standards, rehabilitation and maintenance
    manual and procedures, appropriate monitoring framework and coordination,
    conduct road inventory and condition assessments of all feeder roads, at
    district level.
  • Providing training to districts’ staff and
    private contractors on RFR rehabilitation, procurement, project
    management, HIMO approach and cross-cutting issues.
In this regard, Ministry of Agriculture and Animal
Resources would like to recruit well qualified and competent staff to fill the
following posts:
Post No 1:
Feeder roads engineer attached to MINAGRI (2)
The feeder roads engineer to be hired under EU
financed Programme Estimate for institutional support of feeder roads programme
is expected to operate at all levels of the project including programming,
identification, formulation, implementation, evaluation and audit phases.
Duration of the Contract: One year contract renewable
Key Duties and Responsibilities:
Reporting to the Feeder Unit Manager/SPIU/MINAGRI;
the feeder roads engineer will be responsible to:
  • Actively participate in the feeder roads
    sub-Working Group in the definition of the needs assessment for
    appropriate programming;
  • Support districts to effectively identify
    feeder roads to be rehabilitated or maintained.
  • Engage with RTDA in the preparation of feeder
    roads interventions as well as facilitating in the signature of the
    financing agreements;
  • Actively participate in the review Terms of
    References for the feasibility studies as well as their launch under the
    EDF financing program estimate;
  • Contribute to district’s feeder roads capacity
    building.
  • Effectively monitor the contracts’ execution,
    together with RTDA and Districts, payment process and verifications,
    monitor the quality of executed works, etc..;
  • Monitor the guarantee periods issued, actively
    participate in the provisional acceptances of works completed, claims
    analysis and provide advice accordingly;
  • Prepare regular (quarterly and annual and
    special) reports on the projects’ implementation;
  • Actively participate along with other stakeholders
    in the audit and evaluation missions and implement recommendations
    formulated during such missions;
Qualifications and Experience
  • B.E in Civil Engineering from a reputable
    University/Institution. M.Sc. In construction or civil engineering will be
    an added advantage.
  • At least 4 years relevant continuous work
    experience in a busy construction works;
  • Experience with donor funded projects will be
    an added advantage.
  • Demonstrated experience in preparation of Bill
    of quantities and BoQ variance analysis.
  • Fluency in English or French with working
    knowledge of the other language.

Post No 2:
Feeder roads engineer attached to RTDA (2)
Duration of the Contract: One year contract renewable
Key Duties and Responsibilities:
Reporting to the Feeder Unit Manager/SPIU/MINAGRI;
the feeder roads engineer will be responsible to:
  • Liaises with the Director (District Support
    Unit/RTDA) and MINAGRI in preparing feeder road condition maps for the
    districts
  • Liaises with the Director (District Support
    Unit/RTDA) to prepare a priority list for the districts
  • Liaises with the Districts to define broad
    priorities in the preseivaticm and improvement of the District feeder road
    network
  • Liaises with MINALOC/LODA with respect to the
    current condition of the District feeder road network and plans to
    maintain and improve the district networks.
  • Assists in preparing District Feeder Roads
    Operational Plans
  • Assist in the procurement of consultants and
    contractors, and supervising district feeder roads when requested by the
    districts.
Qualifications and Experience
  • B.E in civil Engineering from a reputable

Feeder roads engineer attached to Districts (7)
Duration f the Contract: One year contract renewable
Key Duties and Responsibilities:
Reporting to the District administration with copy
to the Feeder Unit Manager/SPIU/MINAGRI; the District feeder roads engineer
will be responsible to:
  • Participate in feeder roads management
    committee activities at district level
  • Define broad priorities in the preservation
    and improvement of the District feeder road network.
  • Participate in preparation of District feeder
    roads master plan
  • Prepare District Feeder Roads Operational
    Plans
  • Assist District in the procurement of
    consultants and contractors in feeder roads.
  • Monitoring feeder roads activities at District
    level
  • Facilitate feeder roads capacity building
Qualifications and Experience
  • B.E in civil Engineering from a reputable
    University/Institution.
  • At least 3 years relevant continuous work

Post 4:
Project Procurement Specialist
Duration of the Contract: One year contract renewable
Key Duties and Responsibilities:
Reporting to the Feeder Unit Manager/SPIU/MINAGRI,
the Procurement Specialist will carry out the following duties:
  • Reviewing and ensuring that all procurement
    requests are eligible;
  • Determining the most appropriate method of
    procurement;
  • Help to identify, specify, estimate the cost
    of, and consolidate in packages (as appropriate) the procurement of goods
    as may be required by the Procurement procedures;
  • Prepare appropriate bidding documents;
    including specific procurement notices, standard contracts for goods and
    services, invitations for bids, etc.;
  • Maintain and update records of standard unit
    costs, technical specifications for goods, and local and international
    vendors and service providers;
  • Maintain a well organized filling system of
    procurement records;
  • As necessary, assist sub-contractors in
    preparing bidding documents for goods, works, and services thereby ensure
    the most efficient use of resources;
  • Work all procurement documents in the
    department.
  • Perform any other duties as per instructions
    for his/her superiors.
Qualifications and Experience
  • Bachelor’s degree in Engineering, Economics,
    Finance, business administration, law;
  • At least 3 years of work experience in the
    field of Procurement,
  • Demonstrate experience in Civil work
    management,
  • Familiarity with donor funded projects
    implementation procedures and guidelines is advantageous,
  • Ability to work under pressure and to coordinate
    and link with multi disciplinary experts,
  • Ability to communicate in Kinyarwanda and
    English or French. Proficiency in all three languages will be an
    advantage,
  • Computer literacy familiarity and ease in
    using computer and various software programs will be an advantage.

Project M&E specialist (1)
Duration of the Contract: One year contract renewable
Key Duties and Responsibilities:
Reporting to the Feeder Unit Manager/SPIU/MINAGRL
the Specific responsibilities for this M&E position shall include, but are
not limited to the following tasks:
  • Designing the M&E plan and developing
    monitoring and evaluation tools; Budgeting and work planning;
  • Supervising baseline and endline surveys;
  • Managing data entry;
  • Assisting in the preparation of reports based
    On M&E findings and the sharing of outputs of M&E findings with
    implementing partners and primary stakeholders;
  • Routinely traveling to the field to monitor
    the M&E implementation process, troubleshoot and maintain quality
    control.
Qualifications and Experience
The ideal candidate will possess:
  • Master’s degree in economics, agricultural
    economics or statistics with demonstrable experience in the use of
    quantitative, qualitative and participatory methods and data analysis
  • Substantial fieldwork experience in Rwanda,
  • Substantial experience with Microsoft Office,
    especially Excel
  • Working knowledge of English, French and
    Kinyarwanda, with the ability to write professionally in English
  • Familiarity with donor funded projects
    implementation procedures and guidelines is advantageous,
  • 5 years of demonstrable experience with the
    Planning and implementing of M&E systems and Information analysis and
    report writing

Post No 6:
Project Accountant (1)
Duration of the Contract: One year contract renewable
Key Duties and Responsibilities:
Reporting to the Feeder Unit Manager/SPIU/MINAGRI,
the Specific responsibilities for this M&E position shall include, but are
not limited to the following tasks:
  • Keeping of proper books of accounts.
  • Proper recording of program financial
    transactions including the allocation of expenditures in accordance with
    the respective components, disbursement categories and sources of funds
  • Manage petty cash transactions and prepare of
    all payment forms
  • Ensure proper operation of special, current
    and counterpart accounts
  • Prepare withdrawal applications and
    appropriate documentation in compliance with development partners
    requirements and guidelines
  • arrange and assist with any audit or financial
    review as called for by the Government of Rwanda and development partners
  • participate in the preparation of the program
    annual Work Plans and Budget
  • ensure the maintenance of program and
    financial accounts
  • verify the eligibility and conformity of
    expenditures
  • Maintenance of the accounting system that will
    be managed through accounting software & ensure the implementation and
    operationalization of program financial Processes and Systems.
  • Prepare financial and other reports
  • Maintain the inventory file of all program
    assets and ensure their computerization into the program financial &
    accounting system
  • Timely preparation of Monthly Bank
    Reconciliation for all Bank Accounts
Qualifications and Experience
The ideal candidate will possess:
  • University degree in Accounting or Finance;
  • Experience of 3 years in program/or project
    management.
  • Experience working as an accountant in a donor
    funded program or project would be an advantage.
  • Substantial experience with Microsoft Office,
    Excel and accounting system
  • Working knowledge of English, French and
    Kinyarwanda, with the ability to write professionally in English
  • Familiarity with donor funded projects
    implementation procedures and guidelines is advantageous,
