JOB PURPOSE
To plan, direct and coordinate human resource management activities to maximise the strategic use of human resources and maintain functions such as recruitment & selection, compensation & benefits administration, employee relations, training and people development efforts in support of an employee oriented and high performance work culture. Other responsibilities include providing direct consultation and advice to all managers and staff on the application of SEAP Deco HR Policies and Procedures for all people and performance issues at the work place. This role reports directly to the HR director of SEAP.
To lead/participate in the recruitment & selection for REGIONAL OFFICE including discussing staff needs with line managers, screening applications and conducting interviews.
• To identify and evaluate the hiring manager needs for purposes of profiling the recruitment pipeline over the next 6-12 months.
• To place internal and external advertisements, short listing candidates, and prepare documentation.
• To manage the boarding and orientation of new employees, including employment pass applications, flight and accommodation arrangements (if necessary)
• To monitor the confirmation due date and initiate probation review of new employees.
• To manage employee exit process including analysis of reasons/issues on employees leaving.
To manage and conduct routine compensation & benefits (C&B) related matters and provide reward related advice to managers and employees (except SEAP MT or SE grades) in REGIONAL OFFICE.
• To guide managers on the development and enhancements to current / existing job descriptions to support the annual job evaluation panel at REGIONAL OFFICE.
• To manage the implementation of the benefits and welfare programmes at REGIONAL OFFICE, including establishing procedures for effective and efficient administration.
• To monitor and report on benefits utilisation, and budgeting for the various benefits programmes.
• To rollout various care initiatives to take care of staff emotional well-being and provide counselling to staff.
To manage and oversee the delivery of HR administration for REGIONAL OFFICE to ensure smooth delivery of key HR services.
• To manage the payroll computation and regulatory submission like CPF, SDL, IRAS,NS make-up claim, etc
• To manage, monitor and update HR personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
• To monitor, track and report the HSES related data e.g. FTE reporting, man-hours reporting and sick leave reporting
• To manage vendors for HR to provide quality services to the Singapore office e.g. external employment agencies, temporary staffing agencies, cleaning agency, corporate mobile phone provider, etc.
To act as HR business advisor for clarification of HR related policies and procedures and management of all employee relation matters.
• To participate/lead in the development of communication programmes and guidelines to enable all REGIONAL OFFICE staff to understand HR programmes and results of any HR exercise / projects.
• To engage the employees on a regular basis through developed engagement programs.
• To provide advice and guidance to managers and staff on all relevant labour and employment laws and statutory regulations.
• To provide counselling support to line managers and employees where necessary for mediation of issues.
• To obtain feedback from line managers in REGIONAL OFFICE all areas of HR to develop recommendations / key inputs to improve overall REGIONAL OFFICE HR policy manual.
To review training needs for REGIONAL OFFICE employees and roll out appropriate training programs to close staff skills gaps and required employee certification.
• To conduct training needs analysis to address the identified gaps with relevant development programs/ initiatives.
• To work with line managers to identify employees’ functional/ technical skills and leadership competency gaps.
• To work with the Regional OD Manager to propose courses or workshops conducted by 3rd party service providers and approved vendors for staff training at REGIONAL OFFICE.
• To capture and address performance management issues with non performers accordingly or as highlighted by respective line managers.
• To provide coaching support to line managers and employees on the agreed developmental actions as part of P&DD and IDP.
To drive HR governance and compliance including prudence to the HR annual operating budget to build HR’s ability to support the business effectively.
• To review, adapt and implement a comprehensive set of HR policies and procedures and employee handbook for REGIONAL OFFICE.
• To plan and determine the financial budget for all HR operations and initiatives in REGIONAL OFFICE.
• To review and monitor the utilisation of the HR budget in REGIONAL OFFICE to ensure accordance with agreed company regulations.
• To monitor actions (self and employees in REGIONAL OFFICE) are in compliance with legal requirement, processes, policies and procedures e.g. local employment law compliances.
Requirements
• Minimum Bachelor’s Degree, related discipline in Business or HR is preferred
• Minimum of 5 years experience within a HR Department in a MNC environment
• Knowledge of local labour and employment laws/practices is preferred
• Proficient with MS Office tools such as Word, Powerpoint and Excel
