Officer
for the Lake Victoria Environment Management Project Phase II (LVEMP II)
BACKGROUND
The Government of the Republic of Rwanda has received a credit of US
$15,000,000 from the World Bank for the implementation of the Lake Victoria
Environmental Management Project (LVEMP II).
The project
development objectives are: (i) Improvement of the collaborative management of
the trans-boundary natural resources of the Lake Victoria Basin (LVB) among the
Partner States; and (ii) Improvement of the environmental management of
targeted pollution hotspots and selected degraded sub-catchments for the
benefits of communities who depend on the natural resources of LVB.
The project
comprises four main components: (i) Strengthening institutional capacity for
managing shared water and fisheries resources; (ii) Point source pollution
control and prevention; (iii) Watershed management; and (iv) Project
coordination and management.
The project will
focus on 13 Districts located in the LVB namely Gasabo, Kicukiro, Gakenke,
Rulindo, Huye, Muhanga, Nyamagabe, Kamonyi, Rwamagana, Ngoma, Karongi, Musanze
and Bugesera.
It is in this regard
that the Rwanda Environment Management Authority (REMA) seeks to recruit the Environment
Officer on a competitive basis to carry out all environmental technical
activities related to the project implementation. She/He will report to the
National Project Coordinator (NPC).
DUTIES AND
RESPONSIBILITIES
Overall
function of the assignment
She/he will perform
the technical duties assigned by the NPC regarding the environmental aspects of
the project, including producing technical reports to be submitted to the World
Bank or other stakeholders and preparing the documentation required for recruitment
of consultants such as Terms of References and coordinating their work. In
collaboration with the Procurement Officer, he/she will coordinate the
evaluation of technical proposals, He /she will also review the products
delivered by the consultancies carried out under the Project.
Objective of
the assignment
Oversee the
Environmental aspects of all project activities implemented under LVEMP II.
He/she will assist the NPC in all technical aspects of the projects.
Specific
duties of the assignment
The tasks to be
performed by the Environment Officer include but are not limited to the
following:
-Assist the NPC in analyzing technical feasibility of subprojects during
subproject review process, with particular emphasis on environmental issues;
-Assist the NPC to respond to the technical support requests from the
Community- Based Groups (CBG), private operators, and other beneficiaries of
the subprojects and take necessary actions;
-Ensure and supervise the implementation of the Environmental and Social Management
Framework (ESMF) and the Integrated Pest Management Plan (IPMP) in project
financed activities.
-Work with the Monitoring and Evaluation Officer to (i) identify adequate
environmental indicators, and (ii) ensure timely and adequate monitoring of
environmental related activities supported by the project.
-Organize and supervise participatory environmental monitoring and auditing
within project site in collaboration with Project monitoring and evaluation
(M&E) Officer, field environmentalists, and the Community Development
Officer.
-Perform any other activities directly related to the project objectives that
will be assigned by the project Coordinator.
Expected
outputs of the assignment
-ESMF and IPMP are
implemented
-Environmental indicators are available
-Environmental issues will be considered in subprojects formulation
Duration of
the assignment
The assignment will
be for one year from the date of signing of the contract. The duration of the
assignment could be extended depending on need on the part of the project and
satisfactory performance of the part of the staff holding the position.
QUALIFICATIONS
AND EXPERIENCE REQUIRED
-Degree in
environment engineering or science, natural resources management, forestry;
post graduate training in either of the above disciplines will be an added
advantage;
-At least three years of applicable technical experience;
-Fluent in English and Kinyarwanda (reading, writing and speaking) with a very
good knowledge o’ French;
-Proven competence in the use of computer applications including Microsoft
office
