Smallholder development under the oil palm component of the Vegetable Oil Development Project (VODP) started implementation with signature of the tri-partite agreement in mid-2006 by the Kalangala Oil Palm Growers Trust (KOPGT), Oil Palm Uganda Ltd (OPUL) and the Government in mid-2006.
The project is a joint effort to develop 10000 ha of oil palm plantations on Bugala Island, of which 6500 ha are to be managed by OPUL and 3500 ha are on farmers land. IFAD funding for smallholder oil palm development is • provided through VODP to KOPGT, which is responsible for distributing the inputs supplied by OPUL and providing technical backstopping to farmers along with advance cash payments planting and maintenance. IFAD makes direct payments to OPUL for inputs. The total value of the inputs and the cash payments received by farmers constitute the loans they have received for oil palm development, and these cash values are recorded by KOPGT as loans to farmers.
To realize its mission, KOPGT maintains a lean secretariat on Bugala Island (Kalangala), Uganda and now intends to strengthen the human resource capacity at the Secretariat by recruiting the following; (1) Finance and Administration Manager, (2) Field Operations Manager, (3) Credit Manager, (4) IT officer and (5) Logistics Officer. KOPGT has a five working day schedule but sometimes may require staff to work overtime to beat deadlines. All the positions are based on Kalangala Island.
Position: Field Operations Manager
Reports to: General Manager Duty Station: Kalangala Island
MAIN RESPONSIBILITY
The Operations Manger will provide support to the General Manager in all matters relating to the Secretariat and its field operations. He/she will also ensure activities carried out contribute to successful delivery of KPOGT services as set out in the agreement between GoU, IFAD, OPUL and KPOGT.
GENERAL RESPONSIBILITIES
1. The Operations Manager will be a spokes person for the Secretariat and discuss the various objectives and plans the Secretariat has in store to make its business more successful.
2. Provide a work environment that enhances positive energy, creativity and teamwork among the employees.
3. Assist the General Manager in designing training aids, methods and programs for field staff and farmers.
4. He will be responsible for providing monthly reports about ongoing field operations
5. Responsible for making decisions that will not only help the secretariat run smoothly but that also serve to prevent difficult situations in the future.
6. He/she will also be responsible for supervising and evaluating employee performance.
7. He/she shall be responsible for hiring temporary/ casual employees inside the organization on a need basis
8. He/she is expected to coordinate preparation of activity budgets, facilitate implementation of field activities for the Secretariat.
9. He/she will be responsible for the day to day planning and coordination for the acquisition and distribution of the various farm inputs.
10. The Operations Manager will run the day-to-day field operations of the Secretariat and his/her sole purpose will be to find ways to make the Secretariat more productive by providing efficient and effective methods in its field operations.
DURATION OF ASSIGNMENT
The assignment shall be initially for a period of two years, with a probation period of six months, which may be renewed subject to satisfactory performance.
REMUNERATION AND OTHER BENEFITS
