Jubilee
Action is a UK based charity which provides vulnerable children access to
fundamental human rights of education, family life and freedom from abuse in
line with the UN Convention on the Rights of the Child. Specifically, we help
child-headed households, street children, child soldiers and those traumatised
by violence and conflict, and children born into trafficking and prostitution.

We
seek to strengthen and empower local communities, increasing their capacity to
protect children facing the gravest violations to their human rights.  Our
tailored and flexible social and educational rights-based programmes aim to
engage the community to equip vulnerable children with skills, knowledge and
capacity to become active agents of change within their own communities. 
Our
programmes focus on three thematic areas:
  1. Protecting
    children from the psychological impact of physical, sexual and emotional
    abuse through psycho-social support and counselling.
  2. Promoting
    alternative models of care such as foster care and small family units for
    children who need to be kept safe.
  3. Proving
    innovative forms of education for children who have missed out due to
    abuse, neglect or stigmatisation.

and also basic education services to children with hearing impairments.

Job
Purpose:

To
play a key role in the “Empowerment, Equality and Education in Northern Rwanda”
Programme, funded by Comic Relief, delivered by FCYF in partnership with
Jubilee Action. This community based programme has four main objectives as
follows:
  1. To
    empower and enhance the capacity of the Rwandan government to deliver high
    quality education interventions to children with special learning needs
  2. To
    provide communication methods and transitional education to children and
    young people with mild to severe hearing impairments and communication
    disorders and children with other special learning needs in the Musanze
    district of Northern Rwanda in order to equip them fully for mainstream
    education and functional integration into their communities
  3. Create
    an environment which would enable children with disabilities in three
    districts of Musanze, Gakenke and Burera, Northern Rwanda to claim an
    equal place in society and to build a positive future, free from social
    stigma through advocacy, outreach, and community events
  4. To
    enable FCYF to establish a cadre of specialist staff to support state and
    non-state actors to deliver high quality special education interventions
    to support children and young people in the Northern and Western Provinces
    of Rwanda by providing examples of best practice, advice and training.
Key
Responsibilities:
  1. To
    empower and enhance the capacity of the Rwandan government to deliver high
    quality education interventions to children with special learning needs.
  • Advising
    on and contributing to the design of toolkits for state school teachers to
    recognise and assess the hearing capabilities of a child
  • Lead
    the design of professional development courses for state school teachers
    to deliver inclusive education to children with special learning needs
  • Support
    the development and delivering of a curriculum to train community
    volunteers to become classroom learning support assistants
  • Support
    the monitoring activities of progress within state school classrooms of
    delivering special needs education by undertaking school visits and
    assessments
  • Contributing
    to the design of mapping survey with specific objective of identifying
    symptoms of hearing difficulties
  • Contributing
    to the community mapping exercise by visiting villages in the three
    districts of Musanze, Gakenke and Burerato undertake raise awareness of
    basic interventions to communicate with deaf children and undertake basic
    hearing assessments.
  1. To
    provide communication methods and transitional education to children and
    young people with mild to severe hearing impairments and communication
    disorders and children with other special learning needs in the Musanze
    district of Northern Rwanda in order to equip them fully for mainstream
    education and functional integration into their communities.
  • Work
    closely with VSO representatives and the Kigali Institute of Education to
    keep up to date with developments in the standardisation of the Rwandan
    national sign language
  • Conduct
    hearing assessments using a range of diagnostic equipment, including
    audiometer, tympanometer and frequency specific rattles, when available.
  • Contribute
    to assessments of the level of intervention required to equip the child
    with the communication tools to communicate and integrate with the family
    and their community.
  • Assess
    children’s for preparedness for integration into mainstream school
  • Educate,
    train and support new and existing parents and families about individual
    communication tools and hearing loss
  • Liaise
    with parents regarding all aspects of communication to manage a
    relationship with their child.
  • Support
    FCYF classroom teachers to make use of alternative communication methods
    in a classroom environment
  • Contribute
    to annual reports for all students in FCYF school (review meetings or end
    of year reports)
  • Other
    administrative tasks will include: Report writing, Record keeping
  1. Create
    an environment which would enable children with disabilities in three
    districts of Musanze, Gakenke and Burera, Northern Rwanda to claim an

    stigma through advocacy, outreach, and community events.
  • Supporting
    the creation of promotional materials for campaigns to promote equality
    for children with hearing difficulties
  • Supporting
    the outreach team to design workshop / event materials to enhance the
    safety of children with hearing difficulties in the community
  • Promoting
    the activities of the FCYF project throughout all work and community
    related activities
  • Lead
    community workshops specifically to promote basic sign language skills and
    basic knowledge of hearing impairment.

  • Completion

    comparable

    least two years experience in the teaching profession
