Background and Objective of the Recruitment
In line with the vision 2020, the Government of Rwanda has set in its Strategic Plan the target to increase access rate to electricity from the less than 15% to 50% by the year 2017 to serve as an engine for socio-economic development of the country. Power supply is and will be developed from all possible sources of energy in the country; from hydropower resources, Methane Gas of the Lake Kivu, Geothermal and Peat Resources etc.

It is expected that a cumulative total installed capacity of 1000 MW will be achieved by 2017 developed from the above mentioned energy sources.

The implementing agency for Energy Projects and Programs currently the Min¬istry of Infrastructure is facing shortage of capacitated human resources. It is in this regard that the Ministry of Infrastructure is looking for self motivated local experts, in different fields in order to occupy different posts available in the Energy Sector in order to join and complement the existing team.

TITLE: Senior Hydro – Mechanical Engineer (SHME)
Senior Hydro-Mechanical Engineer, under the guidance of Chief Hydropower Engineer will be part of a team responsible for developing hydropower projects and the related works. He/she will undertake concept designs and documentation required for project design and study (tender documents and reports), review manufacturers designs, inspect manufacture and supervise installation and commissioning of hydraulic gates and associated equipment for hydroelectric power stations.

Duties and Responsibilities:
1. Definition and validation of requirements at system and equipment levels
2. Prepare and/or participate in concept design and drawings
3. Prepare Tender Documentation including performance specifications and all technical schedules.
4. Manage the tendering process including tender supervision and tender eval¬uation.
5. Review manufacturer’s design, specifications and drawings.
6. Inspect manufacturing of relevant equipment and plants to be procured
7. Supervise installation
8. Testing, commissioning, and start-up of completed projects.
9. Prepare any other assigned reports, studies or analysis for project.

Qualifications and experience
1. Appropriate Bachelor/masters degree/higher in Mechanical Engineering from accredited university/college,
2. Minimum 6-10 years of practical experience in hydro-mechanical engineering and design, inspection and supervision for hydropower projects
3. Knowledge of systems engineering theory or control theory
4. Knowledge of hydro-mechanical equipment design and qualification
5. Basic knowledge of safety and reliability and electrical engineering
6. Good interpersonal and communication skills to work effectively within multi-disciplinary environment,
7. Ability to write effectively in English to furnish reports and to prepare business development materials including proposals.
8. Demonstrated ability to successfully undertake and deliver Employer’s TOR
9. Co-operative and flexible work style to work in a team environment,
10. Willingness to learn new skills and acquire new knowledge,
11. Ability to apply new knowledge, and Able to work under pressure.
