Overview:
This position gives overall leadership and direction to operational design, implementation and quality assurance of the Support for Service Delivery (SSD-E) Performance-Based Incentives (PBI) component. The Advisor serves as key staff and member of the SSD-E management team responsible for contributing to overall project direction and functioning. Working in collaboration with PBI counterparts in the Sector III health systems project, SSD-E management team, zonal/district personnel and national, zonal and district-level stakeholders, the Advisor will develop and refine the approach to enable transfer from the project to Malawian counterparts. S/he works collaboratively with other team members on program planning, implementation and problem-solving support. Given PBI is a cross-cutting function within SSD-E, the advisor will work with, and often times through project and external counterparts to ensure achievement of expected results.
Responsibilities:
Assure the proper design, buy-in and functioning of the PBI system
Provide evidence-based guidance
Advise the COP as Chair of the Management Advisory Group (MAG) on PBI issues
Work with counterparts to assure the PBI pilot provides guidance on roll out to SSD-E districts
Responsible for generating and executing on PBI work plan
Responsible for anticipating and seeing operational challenges through to the point of resolution
Ensure the PBI component conducts the necessary planning and management activities to facilitate smooth and efficient program functioning
Work with the Finance and Administration (F&A) to ensure proper financial management of PBI component
Work with program, finance and administrative staff to generate and assure proper functioning of PBI contracts
Assure timely development of PBI initiatives based on local circumstances
Assure evidence based timelines for PBI execution are met
Identify and mobilize technical assistance as necessary
Support the M&E function, including system development, data collection and analysis
Contribute to annual planning process in close collaboration with the rest of the program team
Report on activities, according to project timelines.
Document lessons learned, as well as success stories, and incorporate into operations as part of a commitment to optimal project performance
In collaboration with the F&A Director, facilitate the development of systems and processes that support quality personnel, financial and operations management.
Develop innovative methods for describing and documenting the effects PBI that will contribute to global evidence base
Required Qualifications:
MPH with 5+ years’ experience in Performance Based Financing Programming
Command of current theory and practice of PBI and PBI program design
Ability to facilitate common vision based on participatory engagement
Familiarity with approaches to data monitoring, validation/audit and performance improvement
Strong change management, results-oriented and decision-making skills
Familiar with public and private sector health facilities at all levels, including their clinical, administrative and management functions
Experience in the development of strategic and tactical plans in collaboration with other stakeholders who may represent a wide range of interests and needs
Ability to build capacity and collaboration between governmental and non-governmental partners and other project implementers
Demonstrated excellent team building skills
A team player accustomed to building team capacity, and developing communities of learning among host-country partners and counterparts
Experience in designing/writing, reviewing and/or editing data for donor reporting and presentations
Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
Excellent interpersonal, leadership, writing and oral presentation skills
Ability to travel in Malawi and internationally
Fluency in English
