This
posting is for four positions: One team leader and up to three team members to
provide support. 
BACKGROUND:
USAID
is planning to implement Nguriza Nshore (NN) in Rwanda, a program to facilitate
the emergence of a dynamic off-farm sector that can generate employment at a
higher wage for the broad majority of Rwand

ans who are currently engaged in
subsistence agriculture and other marginal economic activities. By alleviating
constraints to entrepreneurship and increasing access to financing, off-farm
businesses will be created and will grow to provide productive employment for
rural populations to reduce poverty.

JOB
SUMMARY:
The
Business Ecosystem Development Lead is responsible for guiding and implementing
program objectives that will expand and strengthen Rwanda’s entrepreneurship
ecosystem and expand access to finance. S/he will provide technical assistance
and strategic advice to build the capacity of Rwanda’s business service centers
and other enterprise support organizations for the duration of the project.
S/he will also manage the project’s Enterprise and Ecosystem development staff,
and work closely with the rest of the NN team.
MAIN
RESPONSIBILITIES AND TASKS:
Supervisory
and Project
Support                                                  
  • Provide
    technical leadership and work with and support the team on project
    activities related to enterprise development and entrepreneurship
  • Inform
    and collaborate with project activities directed towards improved access
    to finance
  • Supervise
    Enterprise and Ecosystem development personnel and project subcontractors
  • Contribute
    to project strategy and annual work planning
  • Coordinate
    with other development initiatives in Rwanda working with entrepreneurship
    support organizations (ESOs) to ensure maximum results from Nguriza Nshore
Improve
and Develop Entrepreneurial Ecosystems
  • Build
    the capacity of Rwanda’s business service centers and other enterprise
    support organizations to identify promising businesses and offer quality
    services along a continuum of business services – from business planning,
    marketing, governance, and understanding and utilizing finance
  • Assist
    Rwandan ESOs to provide a quality, sustainable enabling environment and
    ecosystem that is supportive of SME growth
  • Provide
    guidance to SMEs to demonstrate growth potential
Increase
Ability of Firms to Attract and Use
Finance                 
  • Work
    with ESOs and finance providers to improve Rwandan SMEs’ ability to
    develop funding-ready proposals/business models and earn/attract
    appropriate financing
  • Support
    initiatives to attract domestic and foreign investment in Rwandan
    enterprises with the potential to generate off-farm employment in sectors
    including agricultural processing and tourism
Qualifications
(Team Leader)
Education: Master’s degree in
business, development, or related field
Work
Experience: 
A
minimum of ten years’ workng with business service organization developing
marketing, finance, or other growth strategies designed to strengthen the
business enabling environment.
Skills: Excellent
organizaitonal skills and an ability to communicate clearly and effectively.
Good supervisory and management skills. Excellent organization and time
management skills. Ability to multi-task and capable fo efficiently responding
collaboratively to the needs of the project. Ability to identify and effectvely
respond to continuously evolving technical and strategic priorities.
Languages: Excellent language
proficiency in spoken and written English and French. Proficiency in
Kinyarwanda is an asset. 
Qualifications
(Team Member)
Education: Bachelor’s degree in
business, development, or a related field; Master’s preferred. 
Work
Experience: 
A
minimum of three years’ working with business service organizations developing

business enabling environment.
