Description:
This position is
full-time. The Life Skills is expected work five (5), seven (7) hour days per
week. Ordinarily, work hours are from 8:30 am to 4:30 pm, Monday through
Friday, including one (1) hour unpaid for lunch.
The Life Skills
Program Officer is responsible for planning, implementing and monitoring all
aspects of the Life Skills Program. The Life Skills Program activities include
but are not limited to working with youth, parents, community members, schools,
health centers, businesses and counselors to develop and execute life skills
training and facilitation across the community. These facilitations include but
are not limited to lessons, seminars, workshops, debates, plays, group
discussions, group and club formation, and exposure visits amongst others. The
aim of the Life Skills Program is to provide the opportunity for participants
to develop the knowledge, skills, and attitudes necessary to deal effectively
with the demands and challenges of everyday life and to help them make
decisions that can protect their health and wellbeing and provide them with the
best possible opportunity to determine their own futures.

Key
Responsibilities and Duties:
General
responsibilities
- Liaise
closely with all community members, community and opinion leaders, school
administrations, local government administrations, farmers and
microfinance groups, and other NGO’s and CBO’s to ensure the successful
implementation of the Life Skills Program - Assist
the Monitoring and Evaluation Officer in all assessment phases, data
collection and analyses efforts - Conduct
thorough monitoring and evaluation of all aspects of the programs using
the appropriate tools Produce financial accountabilities for all programs
concerned and submitting them to the Account Officer on a monthly basis - Submit
requisition forms for additional funding with supporting documents to the
accounts officer - Identify,
train, lead and manage community field officers as necessary - Ensure
regular and effective communication with colleagues and supervisor - Keep
all field records, financial records and data updated throughout each
month - Provide
support and knowledge about best practice to all and any community members
- Execute
program according to the strict schedules outlined in proposals and
budgets - Contribute
ideas and proposals for the continuous improvement of all programs
Life Skills
Program
- Work
hand in hand with colleagues, community leaders and members, schools,
local government, and other parties to develop a four-year Life Skills
Curriculum, Life Skills Facilitators Guide, Life Skills Participant Work
book and the Life Skills Program - Conduct
thorough research in all areas of the curriculum - Develop
and maintain positive partnerships with relevant parties - Research
government efforts which are in line with the Life Skills Program and
liaise with them as necessary - Research
non-governmental efforts which are in line with the Life Skills Program
and liaise with them as necessary - Work
hand in hand with teachers, counsellors, health workers, model farmers and
businesspeople etc., to ensure the accurate and relevant development and
implementation of the Life Skills Program - Provide
extensive training to teachers, volunteers, community leaders, youths and
their families as necessary on aspects of the life skills program - Identify,
work with and train community facilitators to implement highly engaging
and relevant workshops, lessons, presentations and activities - Coordinate
the delivery of all life skills programs including the formation and
running of school clubs, businesses, training days, events, visits,
lectures etc. - Connect
existing groups with new groups and facilitate the sharing of information
and communication between groups - Research
opportunities and provide guidance and support to youths, their families
and other members of the community - Responsible
for putting together start-up kits as necessary - Create
all curriculum, workbooks, facilitator guides and materials to implement
pilot programs - Plan,
implement and monitor pilot programs as necessary - Submit
proposals to operations manager outlining proposed projects, meetings,
lessons, activities, workshops, exposures etc. - Conduct
field visits as necessary - Support
the Operations Manager in developing and maintaining Memorandums of
Understandings with developmental partners
Financial
responsibilities
- Keep
accurate and up to date records of all financial transactions - Submit
requisitions and supporting documents to accounts officer for funding
requirements - Submit
all financial record forms and supporting documents to the accounts
officer including accountabilities, receipts, payment vouchers, bank
slips, transportation record forms and airtime records forms

Qualifications
and Experience
- Experience
and strong desire and passion to work to develop communities - Experience
in non-formal education, participatory learning and development and
participatory appraisals - At
least 3 years of formal or non-formal education, personal development,
health, career development and/or enterprise development experience,
and/or counselling - Experience
participatory learning and development and participatory appraisals
preferable - Excellent
research and data collection skills - Proficiency
in Microsoft Excel and Microsoft Word - Ability
to write progress reports and evaluations - Proficient
in written and spoken English and Luganda - Experience
in financial reporting - Experience
in project proposal writing - Ability
to use the internet (emails, etc.)
