Chief
of Party
International
Resources Group (IRG), an Engility company, seeks an experienced Chief of Party
(COP) for the anticipated Feed the Future Rwanda Sustainable Food, Agriculture,
and Nutrition (SFAN) Activity that will increase smallholder farmer incomes,
improve household nutritional status, and increase the resilience of the
agriculture system to the changing climate. The COP will provide overall
leadership management and general techni

cal direction of the program, ensuring
an integrated vision among different components and actors, and a focus on
achieving the results defined in the contract. S/he will identify issues and
risks related to program implementation in a timely manner, and suggest
appropriate program adjustments. S/he will be the key liaison between
USAID/Rwanda and all other counterparts, implementing partners and Government
of Rwanda officials involved with the program. The position requires
significant coordination skills, broad general and technical knowledge,
experience in developing countries and skills to ensure coherence and
consistency in spite of urgent deadlines. Experience in Africa
strongly preferred.

This
position is contingent upon award and client funding.
Minimum
Tangible Qualifications
  • Master’s
    degree in, agriculture, environment, natural resource management, rural
    development economics, or related field of study or equivalent work
    experience.
  • Minimum
    of 10 years of progressively responsible international work experience
    implementing multi-sector development programs with demonstrated strong
    management and coordinating skills.
  • Minimum
    of 5 years of management experience on projects of similar complexity and
    size with direct supervision of technical teams and support staff;
    experience managing a USAID-funded program is highly preferred.
  • Strong
    technical expertise in agriculture development, and/or natural resources
    management, climate change, nutrition and proven ability to facilitate and
    establish privatesector partnerships.
  • Experience
    assembling teams working on multi-faceted international development
    programs.
  • Demonstrated
    knowledge of USAID rules and regulations.
  • Excellent
    writing and oral presentation skills in English are required.
  • Ability
    to resolve sensitive and complicated work issues with senior level country
    counterparts, donor representative and senior-level staff.
Preferred
Qualifications
  • Strong
    interpersonal and intercultural communication skills highly preferred.
  • A
    familiarity with addressing gender equality and climate resilience in
    agriculture is preferred.
