This
position is located in the Witness Support and Protection (WISP) Unit, Office
of the Registrar, Arusha Branch, Kigali Office, Rwanda.
Responsibilities
Under the overall direction and supervision of the
Registry Focal Point of the MICT Office in Kigali and within his/her delegated
authority, the incumbent will perform a variety of duties related to the
provision of administrative support functions. The incumbent will serve as the
principal assistant and carry out broad administrative support functions
including coordination of activities related to Human Resources, Finance and
Budget, ITSS, Security and General Services, including Travel, Building and
Asset Management, Supply and Transport and Registry, as indicated by the
requirements and structure of the MICT at the Kigali Office. The incumbent’s
major duties and responsibilities shall encompass the following:
  • Undertake administrative actions to ensure
    that timely administrative support is provided in general and specialized
    areas, including Human Resources, Finance and Budget, ITSS, Security and
    General Services in the Kigali Office; Advises and support senior staff in
    the area of office management; arranges for and/or attends all office
    meetings, including handling day-to-day administrative matters;
  • Participates, as appropriate, in the
    recruitment and training of general service staff for specialized and
    non-specialized work and assigns such staff to meet work requirements;
  • Receives and reviews all incoming
    correspondence/documents originating from the various section of the
    Tribunal as well as documents from outside sources; refers correspondence
    to the substantive officer for action, and on own initiative prepares
    responses, when required, for the approval of the officer;
  • Maintains comprehensive status reports on
    pending actions for the MICT Kigali Office; Ensures the adequate level of
    assistance is provided in all areas requiring administrative support;
  • Prepares correspondence, reports, evaluation
    and justifications on general administrative or specialized tasks, which
    may be of a confidential nature within the assigned areas of responsibility;
  • Assists in the recruitment of General Service
    staff for non-specialized posts and prepares initial evaluation of
    professional candidate applications for the review of the MICT substantive
    officer;
  • Assists senior staff on issues related to
    Administrative matters and office management. Arranges for and/or attends
    meetings on administrative matters, participates in discussions of new or
    revised procedures and practices, interprets and assesses the impact of
    changes and makes recommendations for follow-up actions;
  • Maintains up-to-date office files pertaining
    to Administrative support; Maintains files of rules, regulations,
    administrative instructions and other related documents;
  • By virtue of his/her knowledge of UN
    procedures and guidelines, will be expected to perform independently on
    all administrative functions;
  • Coordinates extensively with service units and
    liaises frequently with other members of the MICT Kigali Office;
  • Provides general administrative assistance to
    WISP staff and performs administrative activities related to the
    protection and support of witnesses, including preparation of travel,
    contact and communication with witnesses, and maintenance of confidential
    files and computerized records; Implements financial procedures with
    regard to the management of WISP Petty Cash and ensures that these
    accounts are properly maintained and replenished; and,
  • Performs other duties as required.
Competencies
Professionalism
– Knowledge of UN systems, staff rules and regulations as well as
administrative policies and practices. Experience in administrative support in
the field of management of processes, maintenance of the accuracy of the
records, interpretation/analysis of a wide variety of data, identification of
data discrepancies and activity problems, human resources and other general
services. Performance of duties with discretion and maintenance of
confidentiality.

– Takes ownership of all responsibilities and honours commitments; delivers
outputs for which one has responsibility within prescribed time; operates in
compliance with organizational regulations and rules.

Organization – Demonstrated effective organizational skills and the ability to
handle work in an efficient and timely manner.

orally, listens to others, correctly interprets message from others and respond
appropriately, demonstrates openness in sharing information and keeping people
informed.
Education
High school
diploma or equivalent, supplemented by technical and administrative training in
office procedures. Computer literate. Knowledge and practical experience of
accounting, and of the UN practices and procedures.
Work
Experience
Minimum of
eight (8) years of experience in administrative related areas. Experience in UN
financial and administrative work is preferable.
Languages
English and
French are the working languages of the Mechanism. For the post advertised,
fluency in oral and written English is required. Working knowledge of French
and/or Kinyarwanda is desirable.
Assessment
Method
A technical
test and competency-based interview may be used for assessment purposes.
Special
Notice
The
appointment is limited to the Mechanism. Appointment of the successful
candidate on this position will be limited to the initial funding of the post.
Extension of the appointment is subject to the extension of the mandate and/or
the availability of funds. As the international tribunals are not integrated in
the Secretariat, UN Staff Members serve on assignment or secondment from their
parent department/office if selected. Appointments of staff members in the
United Nations are subject to the authority of the Secretary-General. Staff
Members are expected to move periodically to new functions in accordance with
established rules and procedures, and may in this context be reassigned by the
Secretary-General throughout the Organization based on the changing needs and
mandates.
