The International Rescue Committee (IRC) is a global leader in emergency relief, rehabilitation, protection of human rights, post-conflict development, resettlement services and advocacy for those uprooted or affected
by violent conflict and oppression. The IRC has worked in Liberia since 1996. IRC Liberia currently implements post-conflict development programming in Lofa, Nimba and Montserrado counties to implement Health, Child and Youth Protection and Development (CYPD), Gender Based Violence prevention programming.
The Child and Youth Protection and Development (CYPD) unit comprises three sub-sectors – Education, Child Protection and Youth and Livelihoods. Working in partnership with local communities, the Ministry of Education, the Ministry of Youth and Sports, the Ministry of Gender and Development, and the Ministry of Labor, the IRC Liberia CYPD program aims to increase access to education and livelihood opportunities, and to create a protective environment for children and youth.
IRC Liberia is planning to implement an emergency 3 month project titled “Protection of Ivorian Refugees Children in Nimba County, Liberia”. The IRC’s response will focus on improving child protection networks in host communities, and providing recreational and emergency education activities to refugees and host populations. Existing school facilities will be used in the afternoon to organize recreational and educational activities for the Ivorian children while morning shifts are dedicated to regular Liberian classes; teacher trained on Ivorian curriculum have already been identified. Existing libraries and playgrounds will be rehabilitated and provided with equipment and material to deal with the added strain caused by the increased numbers of children. These rehabilitated structures will, of course, remain in the host community once the refugee crisis has subsided. This approach will ensure the host communities accept refugees and integrate them with different community children. The prevention of child recruitment and separation and community-based activities will involve the host and refugee communities and this emergency response will support the possible movement and return of refugees back to Cote d’Ivoire while avoiding potential secondary separation.
Position Description
The recreational and education team leader will be responsible for the coordination and the supervision of the implementation of recreational and educational activities, including pre-school activities, in Nimba County.
Major Responsibilities
Project Implementation
• Develop a weekly and monthly work plan for project implementation in collaboration with the project officers and with the child protection team leader
• Ensure all project activities are completed according to the work plan and following the international standards
• Build strong relationship with the relevant local authorities such as the CEO and DEO and involve them in the planning and implementation of the activities
• Ensure the respect of the international emergency standards on education
• Raise Purchase Requests and other documents necessary to implementing project activities
• Coordinate activities with other CYPD, GBV and Health programs
Monitoring and Reporting
• Conduct regular monitoring visits to project sites to monitor progress of implementation, at least 2 days per week on the field and 1 day to debrief with the officers
• Compile and submit weekly/monthly progress reports to the CYPD emergency project manager
• Attend education coordination meeting with the CYPD emergency project manager if necessary

Qualifications
• Bachelor’s Degree in International Development, Education or a related field
• At least five years experience in child protection programs
• Prior experience working on emergency programming desirable
• Demonstrated skills in strategic thinking, community mobilization and monitoring skills
• Ability to work closely with program staff, government officials and the local community
• Excellent written and verbal communication skills in English
• Speaking French and /or Yacouba/Gio is highly desirable
