Position
Summary:

Innovations for Poverty Action (IPA) seeks a qualified Finance and
Administration Assistant to join the team of the IPA Rwanda office.  The
Finance and Admin Assistant will ensure financial and administrative management
in IPA Rwanda office in order to ensure organizational effectiveness and
efficiency.
He/she will assist in accounting, financial and office administration
management tasks.  The Finance and Administration Assistant will report to
IPA Rwanda Finance Manager with close work collaboration with Office Manager.
Responsibilities
are the following but not limited to:
Accounting
and Financial Management:
  • Facilitate/assist
    in the payment and recording transactions in a timely and accurate manner;
  • Based
    on genuine approved documents, Process all payments and ensure all
    supporting documentations are attached to and transactions are compliant
    to IPA rules and regulations;
  • Checking
    invoices for arithmetic accuracy, proper support documentations, etc…
  • Maintain
    office petty cash and check books;
  •  Filing
    of finance / accounts documents;
  • Record
    financial/accounting transactions on daily basis in the appropriate
    journals;
  • Review
    advance request from various staff
  • Reviewing
    expense advance returns to ensure that they are complete and accurate, and
    have appropriate supporting documentation
  • Support
    the Finance Manager in payroll and statutory tax processing;
  • Facilitate
    the monthly cash requests compilation;
  • Support
    in upholding and enforcing all IPA accounting policies and procedures and
    providing capacity building for staff on financial management when
    necessary
  • Assist
    the finance Manager to perform Bank reconciliation;
  • Submitting
    all other bank correspondence e.g. drafts, transfer requests etc.
  • Assist
    with financial reports as required,
  • Facilitate
    all finance related matters in absence of the Finance Manager
Office
Management/Administration and Procurement
  • Support
    the staff registration with relevant government authorities (e.g. RRA,
    RSSB) and monthly filing of returns;
  • Support
    in courier dispatch and receiving;
  • Proactively
    communicating with IPA-Rwanda management team regarding financial and
    administrative issues, including regular updates,
  • Ensuring
    that confidentiality of all accounting and finance related issues are
    respected and maintained at all times;
  • Reconciling
    expense advances and ensuring that accounts are within acceptable levels
  • Support
    in drafting admin and finance various communications, 
  • Support
    the office Manager in quotes searching and procurement process;
  • Support
    the office in supplies and logistical issues,
  • Support
    the office manager in inventory of assets and supplies;
  • Support
    the office Manager to ensure that all procurements being made in line with
    the procurement and finance manual requirements.
  • Ensure
    that purchases above a pre-determined limit have the 3 quotes and relevant
    justification;
  • Ensure
    that all the received and dispatched goods have relevant supporting
    documentation.
  • Performing
    other duties that will be assigned by Supervisor or his/her designee;
HR
Responsibilities:
  • Assist
    the office Manager in administering HR files
  • Undertake
    general administrative tasks and logistics under the direction of the
    Office Manager
  • Facilitating
    Visitors: enumerators and other office visitor’s welcome and introduction.
  • Answers
    staff queries on use of office space
  • Assist
    the office manager in monitoring office consumables, water and
    electricity, etc…
  • Assist
    the administration of program files and relevant documents, including the
    filing of documents, physically and electronically;
  •  Assist
    in organizing storage of all goods to be procured within and storage
    requirements.
Qualifications:
The position is open to only Rwandan Nationals. The incumbent must have
proficient knowledge, skills and attitudes in the following areas:
  • Bachelor’s
    degree in Accounting, Finance, Management or management related field;
  • At
    least 2-4 years of experience in a non-profit, and knowledge of Abila for
    nonprofit is an advantage. 
  • Ability
    to maintain a high level of accuracy in preparing and entering
    information 
  • Analytical
    and problem solving skills;
  • Effective
    written, verbal and listening communications skills in Kinyarwanda,
    English and/or French. Both languages are an added advantage
  • Attention
    to detail and high level of accuracy; good planning, multitasking
     and organizational skills
  • Professional
    appearance and manner
  • Computer
    literacy, specifically MS Excel
