Innovations for Poverty Action (IPA), is an international non-profit
research organization. Based in New Haven, CT, with offices in Washington, D.C.
and worldwide, IPA works with development partners and academic researchers to
create and evaluate approaches to solving development problems, to communicate
“what works” in development and to scale up successful projects in a variety of
fields, including health, education, microfinance, governance and agriculture.
Project Descriptions:
CBEHPP
CBEHPP Enumerators will play a critical role in implementing an impact
evaluation of the Community Based Environmental Health Promotion Programme
(CBEHPP).  This programme seeks to improve health through education and
community participation by training local community members to lead weekly
health club meetings. These meetings are designed to educate participants about
safe hygiene, sanitation, and other health behaviors. Innovations for Poverty
Action is currently preparing for the midline evaluation of this programme,
with midline data collection to begin in January 2015. This ongoing study of
9,000 households in 150 villages will generate evidence about the health and
economic impacts of health clubs on households, with a focus on the impact on
children age 5 and under. Our findings will help to inform the work of the
Ministry of Health and that of our implementing partner in their current and
future programs.
Teacher Incentives
Innovations for Poverty Action, in close collaboration with local
partners, will be evaluating the impact of various incentive schemes for
teachers in Rwanda.  The Enumerators will play a critical role in
implementing these various schemes and in the data collection that will
follow.  For this, the project will be working with 300 schools in the
country and will be collecting data from teachers and students.  The
project will also be working closely with a sub-sample of these teachers to
provide professional development and performance-related feedback. After this,
the project will evaluate the impacts of these different interventions and
incentives on teacher performance, student testing and teacher recruitment, in
order to better understand how education outcomes throughout the country may be
improved.
Entrepreneurship
Innovations for Poverty Action will be working with over 3,000
entrepreneurs throughout Rwanda to understand the impact that improved
information has on their businesses. At the center of this project is an
innovative ICT tool which entrepreneurs will use to track and analyze their
firm’s growth over time.  This tool will assist entrepreneurs in making
strategic business decisions regarding their finances, operations and assisting
them in customer research.  The Enumerators will play a critical role in
recruiting entrepreneurs to use this tool and in conducting the subsequent
evaluation of the tool’s impact on entrepreneurs’ work, growth and job
creation.
Position Summaries:  
The Enumerator position provides an excellent opportunity to gain handson experience in a field setting with a vibrant organization undertaking
cutting
edge
development research. The Enumerator will work closely with the research staff
and field staff to perform a variety of tasks including, but not limited to:
  • Conduct interviews to research participants in
    the field, chosen by the IPA Field Manager and/ or Research Associate;
  • Be willing to work in rural areas and stay
    overnight, for 5 days in a week.
  • Adhere to all IPA survey and data protocols;
  • Perform other duties related to the project that
    may be assigned to him/her, such as, but not limited to, testing the
    questionnaire and make arrangements for his/her interviews.
  • Be responsible for maintaining good relations
    with IPA, its employees, partner organizations and project participants.
  • Keep track of expenses
  • Transmit data collected to her/his coordinator on
    a daily basis.
Qualifications:
  • The applicant must have a bachelor’s degree, or
    be currently enrolled in an institution, with at least one year field/data
    collection experience
  • Should be familiar with computer assisted
    interviews or keen to learn
  • Must have practical knowledge of MS word, MS
    excel, MS PowerPoint, Email, and have the ability to use electronic
    devices, i.e. tablets or smartphones
  • Excellent communication skills in Kinyarwanda and
    English.
